Wednesday, February 5,'1992. Recycling relief being examined Scott David Harrison EDITOR Recycling programs in the West Kootenay may be given a shot in the arm. Environment Minister John Cashore said Monday he is looking at ways to help “the hinterland” meet tough new Sol- id Waste Management proposals. Under the plan, B.C. solid waste will be reduced by 30 per cent in 1995 and 50 per cent by 2000. The Regional District of Central Kootenay last month said “it may have trouble reaching those target dates. The RDCK ‘is currently working on a strategy, but its size and near-ca- pacity landfills have it at a disadvantage compared to larger British Columbia centres. Unlike the Lower Mainland, where blue box programs are acommon sight, no such program exists in the RDCK. In fact, in the RDCK, only one recycling depot exists — that in Nel- son. Cashore said he has been made aware of the problems of solid waste management in the Kootenays through meetings with Trail and Castlegar city councils. He said the govern- ment is prepared to work with the regional district to see the target date is met. “The government has to be prepared to be reasonable (in reaching the 50 per cent deadline,)” Cashore said. “And whether its a matter of the government building the (recy- cling and solid waste disposal) infrastructure or exploring al- ternative means, that remains to be seen.” re Performance ¢ 21" (51 cm) Monitor/Receiver ¢ 4 Watts Audio e Audio/Video Input ¢ 25 Function Remote Control 479” Pe Quasar Price Breaker ............... Cashore applauds Celgar i Province counting on pulp industry to be ‘good corporate citizens’ Scott David Harrison EDITOR Environment Minister John Cashore gave Celgar Pulp Co. the thumbs up Monday. On the first day of a two-day tour of the West Kootenay, Cashore said the Castlegar mill is a model of what the British Columbia pulp in- dustry should be. j “It’s very important for me as Minister of En- vironment to say congratulations to Celgar for their improvements,” must be eliminated in the pulp mill bleaching process on or before Dec. 31, 2002. B.C. mills will only be exempt from the 1995 deadline if they can provide an accelerated schedule to completely eliminate AOX pro- duced in the bleaching process on or before Dec. 31, 2000. The expansion at the Celgar site allows the local mill to meet all of the requirements. The exemption clause has caused a bit of a stir across the province. Environmentalists: ar- gue that Cashore is giving the pulp industry a loophole by providing a Dec. 31, 2000 exemp- tion plan. Cashore said follow- “It could be a loop- ing a closed-door ses- ‘We all have a common ground and _ hole in the hypotheti- sion with Castlegar the mill owners have indicated that they share this common ground.’ r — Environment Minister John Cashore said. “We all have a city council. When completed in 1993, the local mill will be a leader among the pulp industry and its fight to eliminate toxic furans and dioxans. Cashore two weeks ago announced tough new requirements for the B.C. pulp industry. According to the provincial strategy, B.C. mills must meet a discharge limit for chlori- nated organic compounds (AOX) of 1.5 kilo- grams per air dried tonne of pulp produced on or before Dec. 31, 1995. Furthermore, AOX Plus Quasar Price the mill owners have indicated that they share this common d” Cashore said the province’s 10-year plan is within reach. He said mills like Celgar are proving that the provincial effort to eliminate AOXs can be met. “I don’t think the requirements are unrea- sonable,” he said. “It’s set over a 10-year period for mills to reach zero and it gives them an opportunity of not hav- ing to take the interim step of 1.5 by meeting the virtual zero by an earlier date.” New Low Price - VH200-K *Quick Play * Built-in Auto Tracking Digital Quartz Tuning ¢ Real Time Counter « Frame — Still/Frame — Slow/Double — Speed Playback in SLP * On-Screen Display Programming * One-Month/Four-Program Calendar/Timer * 36-Function Remote * High-Speed Picture Search (x27 in SLP) * Auto Operation Functions « Standby QTR « One-Minute Timer Backup - Remote Input Select * Search Lock * Made in Japan — aa Purchase from an Authorized M@uasar Dealer FLOYD'S ELECTRONIC WORL Westarm Plaza, Nelson, B.C.
