Gouk triumphs SHARLENE IMHOFF Sun Editor The winds of change blew hard all across Canada on elec tion night, leaving behind the exhilarating victories of the Lib- eral, Reform and Bloc parties, and utter disbelief over the abso- lute annihilation of the New Democrats and Conservatives. Included in that gale force wind was the Kootenay-West Revelstoke riding, who has as its new Member of Parliament, Reformer Jim Gouk While results trickled in from throughout the riding, the emo- tions in Gouk’s campaign head quarters in Castlegar were a mixture of anxiety and relief as again and again teeter-tottering continued between Reform, and Liberal Candidate Garry Jenkins Finally, a breakthrough, as Someone announces that despite the fact that a number of polls have yet to relay results, Gouk’s lead is unsurmountable. The euphoria begins, and Gouk, who was quiet during earlier releases in the polls, finally draws a sigh of relief. Despite earlier in-house polling that produced results in his favor, it was a close call, and Gouk knew it. “My bet was that there would be a seven per cent spread between myself and Garry, and it looks like that's just about where it’s going to be,” said Gouk after a majority of the results were in. Gouk said the Reform's Sweeping result across Alberta and B.C., as well as taking 20 per cent of the vote in Ontario direct- ly proves that the party can no longer be considered a dumping ground for protest votes. Was there ever a turning point in Gouk's campaign? A time when he felt confident that an election could be held any day and he would fare well? Communications Manager for BC Tel’s Interior Region, Ed Clark, said that com pany crews have already surveyed the route between Castlegar and Grand Forks and that poles could be in Place along the route in early November. The plan, said Clark, is to place poles along the highway, ' Turning sod But opposition to BC Tel's fibre optics plan is demand- ing that the company place all new lines underground Castlegar Mayor Audrey Moore, a representative on the Kootenay Region Four Transportation Committee, said that many on the committee, including herself, became informed of BC Tel’s plans just last week. The group's general concern was placed in the form of a resolution, in writing, stating the committee's opposition. Moore said she is also suspicious of the secretiveness surrounding BC Tel's plans. “Why is it that no one knew about BC Tel’s plan and they're this close to putting in the poles? When was the Public ever given opportunity to comment on these plans?” Grand Fork’s Mayor Yasushi Sugimoto agrees with Moore that there are enough overhead lines crisscrossing the West Kootenay. He said he has concerns with the utility company’s plans, and will be taking them to council. “I would personally like to see any new lines be placed underground,” said Sugimoto. Meanwhile, Clark says that although no process was held to gather the public’s opinion, BC Tel is in the process of seeking approval from the Ministry of Highways, in order to obtain access to right-of-ways and to allow for construction along the highway “The ministry has rigid standards in Place for any type of construction along the highway, and we would be fol- lowing these standards closely.” As for placing the new fibre optic lines underground, Clark said that would be too costly. “The lines are also more secure above ground.” RCMP arrest 2nd St. prowler SUN STAFF Castlegar RCMP have arrested a 23-year-old Castle- gar man after receiving a complaint of a prowler in the 800 block of 2nd Street. When she looked out her window she saw a police car and a clutch of people gathered around and look- ing upwards. As she went outside to investi- gate further she heard another shot and saw a bear fall to the ground.
