Kellie, re- presentative from -this district in the provincial parliament is a _complete answer to the unwar- ranted and unquestionably malic- 1aus criticisms made by the Ross- land Miner. Of course, every in- litigation growing out of the con- fusion caused by the selection of land, in the vicinity of Rossland, forming a part of the land grant of the Nelson & Fort Sheppard ‘ rail- way, will continue for years. If this assertion is true, and there are many reasons for believing it, the development of Rossland and, to some extent, of thé mines, will be seriously retarded. As @ proposition, it is safe to say that the people are deserving of more consideration than the rail- ng” the people unduly for the fran- chise they possess. _ So far as the coal lands known to exist in East Kd@tenay are converned, ‘an aera of{some 10,000 acres, believed to ‘e the pick of the coal-bearing terri- tory, many years since passed into the! hands of private owners. These were sold by the government of the day, as were other lands throughout the pro- vince. It was not known then, nor for several years afterwards, that they bore cnal; thie discovery was made by the engineera ot the British Columbia Southern Railway company, As the conditions now exist, these lands and all others in that section of the pro- vince are practically valueless to their owners. The railway promoters claim that it is their determination to so:arraige the rates of transportation to be charged that full advantage of the ex- istence there of coal, petroleum and timber in such vast quantities, will be given to the settler, the miners, the smelters and other kindred people and industries along the entire road to be subsidized by the federal author. ities. The charge should be investigated on geveral principles. If the laud was improperly selected, the selec- tions should be cancelled. But even if no irregularities can be shown, the government should recognize the fuct that the well-be- ing of a largo and thriving com- munity should be conserved by re- moving the sou rce of an active and unscrupulous cause of turmoil and litigation. only to be ped the LUMBER! It was hardly worth while for Mr, Kellie to-dignify such a “mau by paying any attention - to him. Nevertheless, the people will find much valuable information in Mr. Kellie’s communication. Mr. Kellie throws a side light on the attitude of the Miner, by recull- ing that the proprietors of that paper thought him a very good fellow, indeed, while they were trying to secure tho official adver- tisements. But when they discov- . ered that the government was not disposed to accept them at their own valuation, they readjusted - their mine-slandering machine and ground outa tirade of abuse and t Mr. found that the Canadian Pacific people are to be entrusted with the under- taking. At this stage it is hardly neces- sary te add that the interests of the people, present and prospective, will be safeguarded by the Federal govern- ment, which hus the settlement and arrangement of the whole matter in its own hands. From that the World bas learned concerning the project within the last few daysitis in a position to state that the control of the charter of the British Columtia Southern hae pas- sed into the hands of a eyndicate in the east, well-known capitalists of ‘Tvronto, Ottawa and Montreal. Absolutely Tguurant of the real character of British Culumbia’s form of government, and the limita- tion’s upon governmental powers, the Minér seriously advocates poli- cies that are absurd and impracti- cable. Rossland does not want to confuse with idle and un- reasonable demands upon the pub- lic purse the real claima this com- munity and mining district has upon the consideration of the legis- lature.
