Gas fees to drop

The City of Castlegar expects a
major drop in revenue from Inland
Natural Gas franchise fees, the city
administrator says.

Dave Gairns warns in a memor
andum to council that the fees paid
by the utility company are expected
to fall by one-third in 1989 — from
$94,000 to $62,000.

Gairns blames the drop on warm
weather, which has reduced gas

consumption, and the fact that some
local industries are using Inland Gas
to carry the gas only

Under an agreement with Inland,
the city receives a percentage of the
utility's gas sales within Castlegar.

However, Gairns said some of the
$32,000 in lost gas revenue will be
made up by a stronger Canadian
dollar which will reduce payments on
debentures the city is repaying in
U.S. funds.

Embree bows out

Ald. Len Embree said his good
byes to Castlegar council this week,
ending a 12-year stint as a municipal
politician.

“It's been a privilege. I'm going to
miss it, but I'll be around,” Embree
told council.

Embree said he decided not to seek
another term on council because he
didn’t want to become “stale.”

“It's always been clear in my mind
anyway that I've represented a fairly
defined constituency in our com.
munity and I've always tried to be
accountable to that constituency.
That hasn't always made everyone
happy in the community, but that’s
their problem.”

Embree, the longest-serving coun:
cil member other than Mayor Audrey
Moore, thanked city staff and work-
ers.

I think probably in the last year
or two we've got the best staff that
I've had the privilege of working
with in the 12 years that I've been
here.”

Embree said municipal politics is~

much more “meaningful” than other
levels of politics.

As well, he noted that he and
Moore “go back a long ways.” He re-
called “some fairly good political

battles and differences of opinion,”
including an episode when Moore
threatened to toss Embree out of
council.

But Embree holds no grudges.

“I think that’s all part of working
in the municipal political scene,” he
said, adding that Castlegar has a
“good council.”
