Kristiansen, a New Democrat, said the Conservative government's proposed tax will hurt small businesses and people with low incomes. “It’s going to be a major headache and nightmare, particularly to the small-business sector,’ the MP said. However, Wilson said the tax will make low-income families better off, create more_jobs and make the tax system fairer Called the goods and services tax, the nine-per-cent levy will be charged on almost every transaction — from haircuts to shoes — and will raise $24 billion in revenues during the first year, starting Jan. 1, 1991. “The benefits of sales tax reform to the Canadian economy will be substantial,"’ Wilson said in a long. delayed paper explaining how he will collect the new tax. castle Vol. 42, No. 64 But Wilson will also.provide $5.4 billion in rebates and tax cuts to help ease the burden of the new levy he tax, replacing the existing manufacturers’ sales tax, will encourage investment and make the economy more competitive internationally, Wilson said in a technical paper released Tuesday More on sales tax, A6’ “This will translate into higher incomes and a higher standard of living for all Canadians, said But Kristiansen blasted the tax which he said will add $629 to the**average’’ Canadian’s ‘tax package’’ — as a “terrible burden. (According to Wilson, a two-income family with two children and an income of $45,000 would pay $629 more in 1991 than under the current system.) Kristiansen accused the Conservatives of breaking ‘almost every single commitment they made’’ about the sales tax and other federal taxes. Kristiansen said the Tories promised the sales tax would be ‘‘visible’’ to consumers and that the tax would be 60 Cents
