At a March 5 preliminary hearing, the Americans imposed an interim tariff of 14.48 per cent Canadian mills are required to post bonds or provide a cash deposit that would be used to pay the 14.48 per cent duty if the U.S. upholds the decision in July. “It's a bit early in the game but it's certainly not good news,” said Abe Friesen, president of Pope and Talbot's Canadian division. “We're outraged that the Americans would do this.” The U.S. claims Canadian lumber benefits from subsidies but that has been vocally denied by both Canada and B.C.. The provincial government was quick to issue a news release condemning the action. It said that there is legal evidence, including testimony from a Department of Commerce official, that B.C. is not subsidizing its lumber producers. “The preliminary ruling is vindictive.
