They claim that $150 a month is not too much, the pres- ent salary being $100. E There is no more short-sighted policy than to pay niggardly salar- ies to public officials in positions of responsibility. When a bank clerk who was entrusted with large sums of money became an embezzler and the fact came out that he was paid no more than a skilled mechanic, a chorus of indignation burst forth at the guilty bank. Yet a city which underpays men who have to safe- guard lives and millions of property and to exercise great skill in the de- tection of crime, is equally guilty, Either it will only secure inferior skill, or it will secure superior skill combined with dishonesty. If a man is paid only $100 and is re- quired to do work worth $150, he is apt to make up the deficiency in devious ways by winking at law- lessness. In such a case his em- ployers must bear a share of the guilt. The temptations placed in the way of the head of «a city’s police force are such that only a man of moral stamina can withstand them. Re ‘‘Evening” Mineral Claim. Dear Sir:—Acting under your in- structions of the 28th October last, I visited this property on the goth October and 12th November, and now beg to submit my report, viz: Property—The property consists of a fractional claim containing 45-40 acres, and this is owing to the location line being nearly 200 feet short of the full allowance of 1500 feet. Title—The ground was located by George D. Root on the 22nd July, 1897, and recorded at Ross- land on the 29th July, 1897. It is now owned by the Evening Gold Mining Company, Limited, which had the property surveyed and made pplication for crown grant. Road—A‘wagon road is already in construction to the Velvet mine, and C. P. R. officials are surveying a railroad into that district, but these are of little use to the Evening mine. A good road can be cheaply built from the town of Melville, and on aslight down grade toa point on the Red Mountain railway about five miles from Northport. A sleigh road should be made over this pro- posed route as soon as possible so that the ore can be shipped and profits made in development. Supplies—The usual rate of the district, but present means of trans- portation from Rossland add greatly to the cost. They should all be brought in over the new road, which will effect a tremendous sav- ing. > SLabor_The usual rate for West Kootenay. Improvements—A nice comfort- able cabin suitable for six men has been put up close to the creek, a large shaft house has been erected over the well-timbered shaft about 300 feet distant from the blacksmith shop. Opinion—The property is located in a good mineral country, and the various mines referred to in this re- port are in a position to ship ore as soon as better transportation is pro- vided. On my _ second inspection the mine showed immense improve- ment, and every indication of the shipping ore increasing in width, so that with careful and capable man- agement this should be a good pay- ing proposition. In this early stage of development it can only be clas- sed as an. exceedingly promising prospect which will pay from the start and well worth consideration and inspection by speculators. This fact, well recognized in the west, accounts for all the shortcomings of that part of the machinery of government which is under eastern control, because the east has the centers of popula- tion, We in the Kootenay country have a daily reminder of this fact in the inadequate postal facilities which are the fault, not of the local postmaster, but of the postmaster- general. The same statement ap- plies to our neighbor republic, as Spokane is now finding out. The contract for transferring the mails in that city was let in the year just expired for $3000. The business has grown enormously, as every- body west of the Rockies knows and the contractors asked for $3600 for the next year. Postmaster Charles Emory Smith, having lived in reposeful old Philadelphia for many years, and never having been across the Rockies, thought he was being held up and sternly refused. The result was that the transfer of the mails almost came to a sudden stop and the Spokesman-Review had to remind Mr. Smith that Spo- kane was growing and that the rules which apply to eastern cities 1 a half miles from Boundary line. Means of Access—The position of Rossland is too well known to need description, and the first five miles of the journey is over the main wagon road from Rossland to Northport and the last seven miles over Dewdney Trail, which leads to Cascade City and passes through Melville. (See map attached.) . Geology—This part of the district is targely made up of granitic rocks of various texture and composition, and intersected at different angles by porphyritic dykes. These rocks probably belong to the lower di- vision of the Palaeozoic age. . Ore Body—It is impossible to give an accurate description of this ore. body, owing to the early stage of development, surface conditions and lack of stripping and prospect work. The ore body is proved by means of an open cut and a shaft, which are upwards of 100 feet apart, but what are termed'foot and hanging| | walls in the shaft cannot be classed as such. This ore body, I think, will be found much wider when depth is attained and crosscuts driven to the walls. Judging from William Donald, Mgr., Rossland Branch. Cc. Bassteil, M.
