ROSSLAND EVENING RECORD, OGTOBER 9, 1899. NOT HELD BACK Unfounded Complaints that American Pupils Are Retarded. TROUBLE WITH THE GRADES Different Systems of Numbering Them Here and in the United States Leads to Ogn- fasion as to Where the Pupils Really Belong. Every year at this season com- plaints arise that school children are being kept back and are refused admission to the grades where they belong. The fault is generally found by the parents of children who are entering the Rossland schools for the first time after com- ing from the American side. “The trouble all lies with the two systems of grading in the United States and the province,"g said Chairman C. O. Lalonde of the school board in talking over the matter this morning. ‘‘The second grade here is really about as far ad- vanced as the third grade in the United States schools. Naturally parents have been annoyed at find- ing their children in only the second grade here when they would have been a grade higher in the States. They forget that the only difference is in the name ofthe grade. The studies, are nearly the same.” In this connection William Burns, school inspector, has this to say in ‘his last annual report: “In American schools eight grades are recognized and several | subjects commenced at a later date than in our schools. When a pupil from one of these schools enters one of ours, he is necessarily placed in a nominally lower grade. This has caused complaints of unfair discrim- ination. **A little consideration will show that no injustice has been done. For example, a pupil in the American - OLAS&IFIED. Having totally failed in the effort to gain the. confidence of the trades and labor coun- cil, whose action they seek to control, a certain cliqué is en- deavoring to prejudice the labor unions, by circulating a report that the RossLanp Rec- orD is hostile to - organized labor. This, they know to be absolutely false. That paper which endeav- ors to better the condition of the wage earner by encoura- ging every possible movement. to foster the public welfare; to present facts concerning the development of our resources, } in such a way as to invite the investment of capital and thereby create labor for the mechanic and artisan; that pursues a policy in accord with the union principle of main- taining a fair and legitimate wage scale,—we submit, is more to the interest of the working man than one which is continually seeking to en- courage agitation and discord. Labor may be ever so strongly } organized, but of what avail is it if there is no industry to create employment and main- tain’a pay roll ? The Record wants the members of the trades and labor council and every mem- “ber of organized labor, to know that this is thoroughly ‘aunion paper, conducted on union principles, and that the. new management is in most. hearty. accord with every ; movement having forsits ob= ject the maintenance ofa wage “‘gcale which fally ate: '| 300 feet long. {scarce and in demand” and at the EGGSBY CARLOADS, Rossland Wholesalers Do Tramendons, Trade in Boundary.
