Dianne Smith of the Village of Slocan. Dirks, minister.of economic development, trade’and tourism, described the opening of the bridge as “a significant day for Slocan” and said the bridge is a tribute to the council of Slocan, the citizens of the community and the citizens of the west side of the Slocan River who held meetings with Highways Min- istry officials to discuss the pro- posed project. Thank you. One major complaint — right up there with Paving — was animal control. “Where is the dog catcher” “Why does my dog have to have a tag andI see all those other dogs running without one?” “Dogs are messing up my yard.” We took your grief to heart and have updated our animal control bylaw. Folks, there are now some pretty hefty fines in place for dog owners who do not control their pets. There are approximately 6,500 people in Castlegar and the city has licensed about 300 dogs. Now it does not seem fair to some that all taxpayers bear the brunt of costs for the animal control officer, record keeping, vet fees, and so on. With this in mind, a user-pay fee schedule is now in place. Having a license can save you as much as $60 if your pet is caught and spends a night impounded. If your dog is licensed and caught running at large, the first offence impound fee is $30, the running at large charge is $30 and a stay at the veterinarian is $7 a night plus GST. The cost of a licence is $12 to $40 depending on gender. If you are thinking of getting a potentially dangerous animal, please think twice. A pit bull will cost you $1,000 to license. We have a very nice dog catcher. Not a Disney felon with huge net and chains — more of a mild-mannered Dad with pets of his own. Rick Smith is issuing warnings and can sell you a dog tag. Your dog’s identification goes into the city’s computer and if the pooch gets lost — and it’s always the ones who “never leave the-yard” that do — city staff can trace and quickly reunite pet and owner. If you are going on holidays, please give the city an alternate phone number. It is difficult when someone comes back from vacation to find their unclaimed dog given away or put to sleep. This can happen after three days of impoundment. We know we are not going tomake everyone happy with this bylaw, but we are hoping it will solve some of the problems we have encountered with dogs running at large. Several sites were considered and substantial public input was received after two Open Houses and a Public Meeting in March 1991. A site, which was suggested at the Public Meetings, has now been chosen. The Ministry would like to meet again with the Public in order to explain why the site was chosen, and to answer any further questions regarding the proposed new bridge.
