Ritehie said he has no in tention of eliminating’ the Islands Trust, a move that Vander Zalm had inserted in his 1962 bill and which further inflammed the con- troversy. Ritchie said he is trying to restrict planning by regional districts and municipalities to only planning for the use of land in residential, commer. cial or industrial develop- ment and lecal parks. “But I don't want those opment. As well, these things cost money.” Ritchie said that planning is necessary in municipali ties, and it must be com. patible in the fringe areas “but there must be less planning and less regulation than in the past.” Planning cost $4 million in 1972, he said, but has gone up 20 per cent a year since then.
