The plan, approved Tues- day, will see the city spend over $15.6 million to make Castlegar a better place to live. Castlegar has announced that it will be spending over over $4 million to upgrade its well-worn roads. The largest chunk of money will be spent on Arrow Lakes Drive. The city intends to spend $2.3 mil- lion to improve the roadway in 1995 and 1996. . In addition, Castlegar plans to spend $376,000 on road repairs in 1992, followed by $400,000 in 1993 and 1994, $490,000 in 1995 and $300,000 in 1996. According to the five-year plan, Castlegar will build a new RCMP building in 1993 at a cost of $1.7 million. The new headquarters will be built on the vacant lot next to city hall and the Bank of Montreal. Castlegar will also be putting a lot of money toward city hall renovations. Starting with $64,000 this year, the city will spend a total of $903,000 during the renovation process. As for water repairs, Castlegar intends to spend $526,100 for the next five years on extension upgrades. Another $732,715 will go to northend sewer repairs, while $289,800 has been allocated to southend upgrades. City maps five-year plan Meanwhile, Castlegar plans to pump $459,400 into city parks. The bulk of that money will go towards Twin Rivers Park, which will re- ceive $268,000 over the next five years. In sharp contrast, Castle- gar’s heritage buildings and parks have been given $25,000. The city intends to finance its lofty projects in.a number of ways. i Celgar taxes, which will double when the expansion project is complete, will give the city $2.9 million in annu- alrevenue. The city also in- tends to borrow some $5.14 million from the provincial fi- nancing authority to pay for downtown revitalization and the RCMP building. We’re just trying Smecher balks at mall permit Wi Rezoning application leaves some residents in the cold Jonathan Green NEWS REPORTER Castlegar’s other mall may be one step closer to reality, but not everyone on city council are thrilled about it. : “Te been against this application right from the beginning,” councillor Doreen Smecher said Thursday. “I’m opposed to the development permit and the way it’s being applied.” Tuesday, a bylaw that would see three properties on the south side of the Sand- man Inn re-zoned for the First Allied De- velopment Corp.’s proposed mall, was adopted by by five of six city councillors. Smecher was the only one to oppose By- law 610. Smecher said she likes the idea of a mall, but not the way affected properties have been included in the development permit. “I don’t have any problem with planned and controlled development, but I don’t think the plans and controls ap- plied to this development are well con- ceived,” she said. In the development permit, the three properties can be re-zoned from residen- tial to service commercial, and that the proposed space can only be used for a comprehensive development. What Smecher doesn’t like is the fact that four previously re-zoned other prop- erties have also been included in the new permit. “I have a problem with council arbi- trarily including the other four in the per- mit,” she said, adding that there were no restrictions to what the initial four could become if a mall didn’t go through. Castlegar Mayor Audrey Moore dis- puted Smecher’s. concern, saying the members of council gave some serious thought to the bylaw before acceptance. “They made a conscience planning de- cision,” she said.
