Bombs Over Vietnam

‘The threat of all-out war in
Southeast Asla loomed greater
last week in the wake of the U.S.
attacks on North Vietnam.
The sudden decision to bomb
Communist bases In the North

* indicates the United States has
decided to try and strengthen its
rapidly deteriorating military
position in South Vietnam.

President Johnson thus ap-
pears to have thrown overboard
—at least for the time being—
the idea of negotiating with the
Comm!

For Canada and other U. S,
allies, the chief consequence of
American reaction in North
Vietnam rests in the possibility
we will be asked to take part in
military operations if the war
escalates any further.

The prime motive for this
would not be in the importance
of whatever military aid Canada
ould render, but in the presen-
ation of a united Western front
against the Asian Communists.

There is still considerable
“hope in Canada that Vietnam
can somehow be neutralized and
‘kept out of the’ turmoil and
skullduggery of international
politics,

should have eased up in South-
east Asia as a result of Wash-
ington’s new ‘attitude, However,
this isn’t what happened.

China. C: has become
nothing more than a stooge for
Peking. In South Vietnam, the
Johnson administration's only
alternative to carrying on the
bloody war seems to be a com-
Plete Communist takeover in the
country.

The fatal flaw in the neutrali-
zation theory was, of course,
Red China. Although Peking
supported the Geneva Accords,
the Red Chinese interpretation
of “neutralization” is Commun-
ist control of Southeast Asia.

As a result, it's somewhat In-
dicrous to witness the unhappy
mien of -American officials at
Washington and U-N cocktail
parties when they are told by
thelr foreign colleagues _ that
Southeast Asia must be neutral
ized and the U. S. must with-
draw. uy

The American officials are un-
comfortable and annoyed be-
cause no one wants the neutrall-
zation of Southeast Asia more
than the U, S. State Department
and President Johnson, The big
question is how to achieve it,

Even if Washington were to
agree to a complete. pullout in
South Vietnam in order to end
our losses there, this: would not
solve anything. The © pressure
from Peking. would merely be
transferred “to. Thailand © an
after that to other Asian count-
ries including India. ,

Thus, the American problem
is not how to get out of South
‘Vietnam, but how to keep Asia

and its teeming’ millions from
