February 28, was to be one in which new officers were elected to fill the two open

surer Bob Dice have resigned after working three years for the arts council.

O'Hara noted that when he first arrived, the Arts Council had the same problem—no
Lapa executive, so he and Bob Dice agreed to take over as president “in a caretakers
role only.”

The loss of the Castlegar Arts Councjl could have a major impact on some of the smaller

Services Branch, as well as fundraising, the Castlegar Arts Council has operated with bud-
gets as high as $20,000. While much of the council's money was directed towards perform-
ing arts , talent rnd ip awards for students, a fair
portion has been to ‘art in the area.

years the Castlegar Arts Council sponsored “Concerts in the Park,” which showcased local
talent at free summer concerts offered during hunch at Kinsmen Park

The Arts Council has hosted the ‘Sunfest Talent Search’ which allowed amateur per-
formers in Castlegar to compete in Vancouver, and if winning at the PNE event, to compete
in the United States.

Working in conjunction with the School District No. 9 and the District Parents’ Group,
the Castlegar Arts Council also undertook ‘Spring Festival of the Ams’, a two-day festival
which provided an opportunity for all district school children to celebrate their talents
through visual arts, and to enjoy the music, drama and dance performances held at the high

“We felt that if we couldn't break-even hosting Russian dancers and singers,” said more
recent President Brian O’Hara, “with its connection to the Doukhobor community, that
there was an obvious lack of interest in the arts in Castlegar.”

Most art councils operate on a shoestring budget are run by unpaid or poorly paid staff.
A lack of volunteers and funding plague most art councils. But one major problem for the
Castlegar Arts Council is the fact that the city does not have a permanent venue. The Arts
Council has hosted p in such i q spaces as the Stanley Humphries gym-
nasium, Selkirk College cafeteria and the Robson Community Hall.

“The Brilliant Cultural Centre is an excellent facility in that it has a stage, good lighting
and a sound system. But its purpose is to be a spiritual centre,” said O'Hara.

The facility does not allow liquor on its premises, nor any instruments but a piano, and
there have been other problems concerning the flooring and insurance coverage

Moyer states that the Castlegar Arts Council could do much better financially if it could
capture the 135 regular season ticket holders who travel to Trail’s Greater Trail Community
Centre, as well as those who go to the Capital Theatre in Nelson. Funding is also available

Branch, so the loss to the Castlegar Arts Council is even greater.

on the Council's role as a distributor of funds, scaling down the operation so that members
simply apply for the basic assistance grant (which is based on a population formula and is
