has been issued a mis-
demeanor document for al-
legedly shooting the arrow
that lodged into the breast
of Donna the Duck and
made the bird a national
celebrity.

US, Fish and Wildlife
Service agent Tom Harper
said the boy, not identified
because of his age, would
appear before juvenile
court authorities on a
charge of hunting water-
fowl during a closed sea-_
son.

Harper said the boy,
who lives on the Sahara
Country Club golf course
where Donna was shot,
was cited after an in-
vestigation into the inei-
dent.

NEW YORK (AP) —

New York harbor and died,

Deckhands aboard the
ferry Kolff lowered a life-

Canadian manufacturing work-
ers were the second-highest
paid group of their kind in the
world in 1975, Last June, on the
-basis of a new calculation, they
were the third lowest of those in
the 10 leading industrial nations,

‘The evidence is contained in a
United States bureau of labor
statistics working paper that
covers ‘pay changes in the 10
countries between January and
June of 1980, Once the highest
outside of Sweden, average fac-
tory pay and benefits in Canada
last year fell behind Italian
levels. This left only British and
Japanese workers recelving less
real pay than those in Canada.

The declining status of
Canadian manyfacturing work-
ers is due partly to the fact they.
have not been particularly
aggressive bargainers over the
past few years. With inflation up
56% from 1975, gross pay In the

sector has increased only 46%,

But another reason for the
change is the combination of a
weaker Canadian dollar and
stronger foreign currencies, In
1978, for example, the average
total compensation for a U.S.
manufacturing worker: was $8.33
an hour — almost 11% more than
a Canadian doing the’same job
would earn-in a U.S. dollar
equivalent. By June of last year,
the gap was 12%.

But there are signs that some
of this may be changing. Manu-
facturing wage gains ‘in Canada
during the first two quarters of
1980 averaged 8.2%. But these
increased to 11.3% during the
third quarter. And with Ontario
