By ADRIAN CHAMBERLAIN Staff Writer ROSSLAND — An avalanche expert testified Thursday that two skiers who died in a Dec. 29 avalanche on Mount Neptune near Rossland may have triggered the snowslide which killed them. The testimony was given during an inquest held here in the deaths of Peter Melatini, 24, of Rossland and Jeffrey Peter Elzinga, 23, of Calgary. The pair died during a helicopter ski tour organized by Canadian Powder Guides of Rossland. District coroner Ian McKichan of Kamloops, an avalanche expert, said he believed the avalanche was initiated by the skiers, as opposed to occurring naturally. He said the area being skied on the east face of the mountain was a balance of snow ready to slide. According to evidence given by wit- nesses, Melatini “cross-cut” (a skiing method used by guides to force a potential snowslide) an area about 170 vertical metres from the summit three times. before skiing about 15 metres = group of the other skiers and signalling for the next skier, Elzinga, to ski down. When Elzinga skied down it was “the critical straw that broke the camel's back, that caused the snow to start to slide,” said McKichan. FISH LADDER McKichan testified later that he believed part of the group of skiers who made up a work party standing on a ridge above the group including Melatini and Elzinga didn't contribute to the avalanche. However, McKichan — who's studied avalanches for eight years — that it’s extremely difficult to defin- itely say how any avalanche is caused, and that his interpretation is a personal opinion. “You have a rough idea of the factors involved, but you wouldn't want to stake your life on it,” he explained. Following more than three hours of testimony, a six-person coroner's jury made the following recommendations: @ that helicopter ski pilots be supplied with portable radios to maintain contact with ski parties; @ that a licensing body be set up to establish “stringent standards” for heli-skiing operators and employees acting as These standards should inelude taking industrial first Lands, Parks and Housing, and the Association of Canadian Mountain Guides. The second was to be sent to the same organizations and the B.C. Institute of Technology, which offers avalanche training courses. on poge A2 lrate ranchers put project in jeopardy By RON NORMAN Editor The proposed Inonoaklin Creek fish ladder — which has been called the key to restoring sport fishing on the Lower Arrow Lake — is in jeopardy, a loca) Fisheries Branch biologist said Satur day “It's very questionable whether that project will go ahead,” Harvey Andru sak told about 15 representatives of five area wildlife clubs at a special meeting on West Kootenay sport fishing at the Fireside Inn. Andrusak said the Fisheries Branch has completed a final design of the ladder and submitted it to B.C. Hydro for review. Under the terms of compensation for building Keenleyside Dam in 1966, Hydro will pay for construction of the fish ladder Andrusak said Hydro officials have been “pretty receptive” to the ladder, which is expected to cost more than $1 million. “It's the key proposal in terms of the restoration of the Lower Arrow Lake fishery,” he said However, a storm of protest from 10 ranchers in the Inonoaklin Creek area may derail the project Andrusak said the ranchers are upset that the water from the creek which is just south of Edgewood on the west side of the Lower Arrow Lake will be used to raise fish instead of for irrigation. As well, area residents are con cerned about Fisheries Branch plans to close the Inonoaklin to fishing once the ladder is in place Andrusak said the ministry has al ready met with the ranchers and local residents, but called the meeting “ex tremely hostile.” While admitting that the ranchers “do have legitimate concerns,” Andru sak also said the ranchers are making “unreasonable” demands. He said there is no way the Fisheries Branch will go ahead with the project if the creek must remain open to fishing “It’s absolutely vital to close that fishery” if the ladder goes ahead, added Ian Robertson, newly-appointed re gional manager for the Fish and Wild life Branch Andrusak said the Ministry of En vironment will meet with local Min istry of Agriculture officials May 3 in Nakusp. That meeting will lead to the second meeting with the ranchers and local residents to see if some sort of agree ment can't be reached. In addition, Andrusak said he would like to have a meeting in Nakusp with the ranchers and local fish and wildlife clubs “I'm not overly optimistic at this point,” said Andrusak. He added that he doesn't believe in “developing a project in an area where there's hos tility.” “I would rather go elsewhere.” How ever, he added, “It's going to be a helluva lot more difficult without the Inonoaklin.” Andrusak said if the ministry can't go ahead with the ladder on Inonoaklin Creek, it will proceed with enlarging the Hill Creek hatchery and plant eggs in streams and creeks along the Lower Arrow Lake Two charged with murder By CasNews Staff Nakusp RCMP have charged men with first degree murder in ‘he disappearance of Shawn Lee Swanson. 17, of Burton.
