LEAD OPERATION AIR PERMIT PA 02691: APPLICATION FOR AMENDMENT

PREAMBLE:
Cominco Ltd. is filing application for an extension of air emission Permit PA 02691 for the Lead Operation at
Trail B.C. This Permit includes several stack emissions that were for ion by D 31,
1995 when the last major amendment was issued on*Pebruary 14, 1992. These eliminations anticipated the
Successful startup of a new lead smelter before’the end of 1995. The new Kivcet furnace and slag fuming
Project that will replace the failed QSL smelter is now scheduled for startup in December 1996, and is
expected to reach design rate during 1997. Continued operation of the existing smetter will require an
extension of present emissions limits.
The Permit application will cover several phases of operation:
a) ongoing operation of the existing smelter until construction of the new lead smelter is completed;
Estimated: Present to December, 1996.
) a period of parallel operation following startup of the new lead smelter, with Partial operation of the old
