Bix months, in adyance Bingle copy. WEDNESDAY, MAB. 8, 1897. ROSSLAND A City. The Recogp has steadfastly staid “by the proposition of the speedy incorporation of Rossland and de- nounced thuse who were attempt- ing te place obstacles in the way of it. A few scheming, designing, ambitious politicians have urged amendments, which would neces- sarily cause delay, and the fact that they have been turned down should serve them well as the cam- progresses. Men who care more for their political ambition than for-the health of the people of Rossland, ought not expect to be listened to very much in shap- ing the destiny of Rossland. Too much depends upon good start with the municipal affairs of Ross- land and to intrust the initiative steps to men of this class. The business men and property owners should see to it that the organiza- tion of the city be not dictated and wife or a child, ever 16 and under 50 years of age who could neither read nor write, from the United States. He characterized this as “a radical de- parture from our national policy re~ lating to immigration. Heretofore we have welcomed all who come to the United States from other lands, except those whose moral or physical condition or history threatened danger to our national welfare and safety, Relying upon the zealous watchfulness of our people to prevent injury to our political and social fab- ric, we have encouraged those coming from foreign countries to cast their lot with us and -join in the develop- ment of our vast domain, securing in return a share in the blessings of American citizenship. Then follows a dissentation on the great benefits the United States have hitherto derived from its vast immi- gration from many nations. He de- nies that immigration has filled the ranks of the laboring classes too full, ing water; this will dissolvé it, if lead, leaving the silver in the residue, pour off the solution from the precipitate, and add to the pr i which will dissolve it, if silver. The chloride of silver, if exposed to the sunlight, turns toa darker shade of color than the chloride of lead, and in that case will not dissolve in am- monia. It should, therefore, be done quickly and under cover. Gold.—To the original and undis- solved ore add (aqua regia) one., part nictric to two parts hydrochloric (mu- riatic) acid; to cover the. ore, Digest for half an hour gently over -a lamp, add water until cool, and place it ina glass or test tube. Now. add a few drops of chloride of tin solution: if gold, a purple color will be showo— ‘The Purple of Caasius,”’ This. on shaking, if too much of the. ehleride has not been added. will. diaappegr.. Copper.—Add ammonia, to.. .; por> tion of the first solution, and if cop- per is presont, it will giye..a..blue color. Iron.—Add to another: portion, of the first solution a little of. the ferno but says that the ph 1 busi- ness depression is the cause. President Cleveland then a kind of legislation restricting immi- gration that he ‘believes the United States requires, in the following words: “It is proposed by the bill under consideration to meet the alleged dif- ties of the situation by blish ing an educatioual text. The provincial government is to. be ded for the defe it has shown Rossland and for the promptness with which it has met the z Particularly Premier Turner, Attorney General Eberts and the member for this riding, J. M. Kellie, M.P.P., should be thanked for the individual in- terest taken in. the speedy passage of the incorporation bill. There are many citizens of Ross- radical restri of is the necessity of protecting our. popu- lation against degeneration and sav- ing our national peace and quiet from imported turbulence and disorder. I cannot believe that we would be pro- tected against these evils by limiting immigration to those who can read and write. In my opinion, it is in- finitely more safe to admit a hundred thousand immigrants who, though un- able to read and write, seek among us only a home and an opportunity to work, than to admit one of those un- ruly Sand ies of gov mental control, who can not only read and write but delight in arousing by inflammatory speech the illiterate dto di ROSSLAN D. This office and the citizens of | this vicinity are constantly re- ceiving inquiries concerning this section of the country which are difficult to answer by letter, s0, the Recorp gives the following in-. formation for the benefit of all: - Rossland is situated in British Columbia, eight miles from the international boundary line be- tween Canada and the United States. It is reached from the north via the Canadian Pacific to Ar d, on the ) river; from’ there to- Trail by steamer, and from Trail to Boss- land by the Columbia & Western railway. From the south, via Spokane, land who have worked assid 1 to bring about the desired result the accemplishment of which is ample reward. But their work for the good of the town, should have now only begun. The b of and p incli te and tumult. Violence and disorder do not originate with the illiterate laborers. Then follows his reasons for objec- ting to the Corliss amendment that 18 putting the city machinery to work is a grave and serious one, and - no man who is competent to be mayor, or.alderman has a moral right to refase to serve his constituents at * the beginni: The rag question is a serious and important one and sheuld be met and solved 80 d against Can- adians who find employment within the borders of the United States: “The prohibition againat, the em- ployment of aliens upon any public works of the United States is in line with other legislation of a like charac- ter. It is quite a different thing, how- ever, to declare it a crime for an alien to come.regularly and habitually into atthe earliest posit ; Streets must be graded. and. side- walks, built.. The city is greatly in need of better fire protection. She should own her own water works and electric plant without unnecessary delay. The first officers of the city of Boesland are tooimportant to allow them to be either designing poli- ticians or to be influenced, too much, by them. Select. honest, competent, business men and. prop- erty owners to fill the first . offices, and there will be nothing to fear. ‘wad a tal the United States for the purpose. of obtaining work from private parties if such alien returns from time to time to a foreign country and to conetitute any employment of aliens a criminal offence. “When we consider these propo- sitions of the bill in connection with our long northern frontier, and the boundaries of several of our states and itories, often but an -y line separating them from the British do- mains, and recall the friendly inter- course between the people who are neighbors on either side, the pro- visions of the bill affecting them must be regarded as illiberal, narrow and The a 4 too late for publication last evening ing that P Cleve- land had vetoed the Corliss amend- ment. on the bulletin board in front of the office and the telegram pasead up and down the street... Itis to be hoped ” that this good feeling will long pre- vail, and that there will be no cause on either side of the line for complaining on. account of Cleve- land’s wise course in vetoing the infamous Corliss bill. = THE COBLISS BILL VETOED. Place the samples in an evaporating dish and add twice the quantity of nitric aciddiluted with a little water.
