Lock-Out Dilemma {tis my naive hope that this column will be dated material by the date of its publication. Should It not be, then here Is an update on an earlier column about the tocal - schools’ problem. . i |, and many other peopte IIke me, are b C] with this strike and lockout business,’ Maybe the whole business of labor/management Hegotiations will be thoroughly reviewed as a result of the hassle now existing with the trustees vs, CUPE dispute. | understand that Canada Is now number one In the world for lost days through labor disputes. As a Canadian, | am not Proud. British Columbia Is now looking for the strike record that was set on the moon or some other distant place, : I spent two hours In a amoke-filled traller set up as headquarters for the local CUPE on my lungs by 8 9 key, non-militant demands of the local union, Then the ladies freezing on the Selkirk road tried to explain the problem from thelr point of view. | was offended by the word '‘scab"' because | don't think any human being should be called a scab—scabs also have to make a living. The ladies made’some good points and gave me the impression they would be willing to stand there ‘'till hell freezes over." { didn't think they had too much more time to wait, 80 | left. e It was much warmer in the student union offices at Selkirk College where | found all the action. Thank God for that! 1 am now quite sure that our future will be In good hands, if what | saw and heard from the level-headed thinkers who gave generously from their very busy schedules, was any example. The energy, action and decisiveness that was displayed by those Selkirk College students was most encouraging. I don't have to tell you what they plan, because they are more than capable of telling you themselves, After spending an entire day on the matter of CUPE, schools, etc., | must.conclude one thing; Expect action from the victims and mothers of the victims. For two reasons it will ba so: First, the victims and thelr families represent public opinion. It was quite clear to me that both the trustees with their fact sheet, and CUPE with the smoke-filled traller, are waiting for public opinion to bring the matter to a head. ofa Is just one of the action that can be gained by publle Pressure. Each side is hoping that public opinion will fall to its particutar point of view. Nea Therefore, we can say that both the contenders are waiting for the victims to make a lecision. ‘ That Is what they want and that Is what they are already getting. Selkirk students are making decisions and following up with action. Mothers and citizen action committees have already met, or have already scheduled meetings. In my opinion, the men and women given the responsibility and authority to make smoke, | was Impressed with the low REFRIGERATION. Caulleges OC. VIN V4 Bercy seem helpless to do so. We now have the situation where two schools of public opinion are forming: one group tells me quite frankly they ‘'just don't give a damm''; the other group takes the dictatorial attitude which says simply “report for work Monday morning or consider yourself terminated."” ‘The West Kootenay Trustees Association Is coming out of this smelling like a rose. could not get a chance to talk to them, but | sense they have the problem of fear. Somebody at 8.C.. Trustees Association, probably on advice from the minister of education, Is saying that ‘‘big Is better."’ They would rather have the entire student body of British Columbia vacate the schools all at one time. It Is a fact that Castlegar CUPE local would settle quite easily and would be back at work Monday morning. According to their officlal spokesmen, they would settle for a few crumbs. But this battle over ‘*big Is better’’ is tying everything up. In all due respect to the Victoria wisdom, it Just isn’t working. f : I think, and | am not alone in that opinion, that small Is better. Smaller will only work when the men and women in the amail pools can be falr, decisive and possess more confidence In themselves to get on with the job. A mediator should not be necessary; a professional negotiator should not be necessary, except perhaps on a consultation basis. One student suggested that a jury be drawn from the streets to judge whether any particular side was being unfair. Maybe he has a point. But, despite all the words on the subject, strikes and lockouts must go as a way to settle labor strife. | am quite sure that smaller groups will be far better able to settle, in peace, than a large decision or worse yet ‘legislation’ from afar. union. | was treated with Courtesy, ‘reapect, and honest answers. Except for the assault © Pulpit & Pew With Rev. TED BRISTOW Most of us have heard of Bunyan's “Pilgrim's Progress", but I suspect few of us have read it, 1 haven't read it, even though I'm a minister and the book is a classic in Christian literature. I've tried to read it, but have found the language too old-fushioned and tedious, But, a while ago, I went through a children's version of “Pilgrim's Progress.” Lots of pictures and easy words! Some- times, that’s my idea of a good ok! I was reminded of how helpful the book can be for our lives. Its star is Christian, a Bank Program Aids Business Management “In the six months ended last Sept, 30, the first half of its. current fiscal year, the Federal Business Development Bank authorized 1,201 loans for $85,529,000 to businesses in British Columbia. At Sept. 30, FBDB had $439,255,000 outstanding in loans, investments, and guar: antees to 8,749 customers in British Columbia. In addition to financial assistance to small and medium- size business enterprises, FBDB provides management services of counselling, training and information, In the past six months, the CASE counselling service, which assists busi- nesses to improve their opera- lions, received 2,000 enquiries in British Columbia and the counsellors completed 1,840 as- signments. Many people assume that a new product automatically comes with a guarantee, and some believe even a second- hand product must have one. In fact, there's no legal requirement that a new or used product be sold with a guaran- tee. (The Province of Saskat- chewan does have legislation establishing durability and per- formance standards which con- sumer good must meet.) i Most new products (and * some used ones) are sold with a + guarantee nonetheless, because + the seller knows consumers are : more likely to buy if they have some assurance the product : will last for at least a minimum ‘ length of time. 4 A guarantee is a good | thing to have, but don’t look on “it as some kind of magic spell that will prevent anything bad ‘from ever happening. ; A guarantee is only as ‘good as the company which } gives it. Anybody can promise a + guarantee on something, but if ‘they're not around when you run into trouble, their guaran- tee won't be much help. 4 Keep in mind also that sthere are no standard pro- visions that have to be included in a guarantee. Some guaran- tees cover both parts and labor, for example, while others cover parts only. Still others provide differing coverage for pasts and labor with, say, 90 days’ cover- age for labor, and one year for parts, * Steer clear of guarantees that cover only a percentage of repair costs, especially if part of the agreement requires that repairs be done by the seller, or someone he specifies. An unscrupulous vendor can easily take advantage of such an arrangement by in- flating the cost of the repairs by the same percentage he has agreed to pay, leaving you holding the bag for the actual cost. Total coverage for a short period is probably better than a percentage agreement for six months or a year. Although verbal guaran- tees are just as binding as writlen ones, it can be tough to prove their existence, unless you have witnesses. There's likely to be far less arguing about a written guarantee, so don’t settle for less.
