The Miner's union has sent to the legislature a series of resolu- tions opposing the repeal of the eight-hour Iaw which are in marked contrast mine-owner: question ti tions of the lar; it caln s schs, on legal and ecenomic grounds, why the eight-hour law should be re- pealed andthe regulation of the hours of labor should be left to_pri- vate contract according to the con- ditions of each particular mine, de- veloped or prospective. The Min- er’s union resolutions, on the other hand, seek ‘to convey the impression that the mine-owners are seeking their moral and social degradation. The preamble says: ‘‘I{ miners are to be considered in the same cate- gory as so much machinery or some kind of, animal that lives on black bread and hog fat, needs no books, can live in a rude log hut, or sleep in a mining company’s bunk house all his life without being dissatisfied, then there is no cause for querrel over how many hours he shall or shall not work, .Conceding him to be a human being, a modern man able to read, think and appreciate the good things of life as others do, then we contend eight hours are sufficient for miners to work under- ground.” with t - oud inten- particu. In regard to wages, they -are the same in a paying mine~or a worth- less wildcat. When a mining in- vestment proves a failure, the inves- tor loses his money, much of which has gone in miners’ wages. If he attempts to reduce wages below the standard, the Miners’ union very properly calls a halt, so that the miners do not lose by his bad judg- ment. There is no opportunity for placing inflated value_on developed mines, for it is based on. the value of ore in sight, buildings and equip- ment, which. can be determined as closely as the value of so many bushels of wheat. The question whether a man can do as much work in an eight-hour as a to-hour shift can readily be settled by paying him according to the amouat of work he does instead of the length of time he works. The mine-owners have never objected to this syst The closing of the mines in order Oo maintain the eight-hour law would not redound to the benefit of the miners, whose interest the Min- ers’ union is supposed to have been organized to, serve, but the mine- owners themselves may prefer that alternative to a continuance of the system which ignores the radical difference of conditions which exists between developed mines and mines in process of development. It is reasonable to assume that tlhiey would hesitate to resort to a meas- ure which would cripple every inter- est in the interior of British Colum- bia, and it is to be hoped that the Miners’ union will show a like hesi- tation. The fact is that the best de- veloped, best paying mines in the Kootenays worked under the eight- hour system before the law was passed and would continue to do so,, were it repealed, for the simple reason that it is best for their own interest. But there are other partly developed mines which have not yet reached the producing stage and the development of which is positively hindered by the eight-hour law. time for its morning issue.
