plan to install an underwater
lighting system to guide
ships in Vancouver harbor
has run into some snags. _

Flooding in the area dam-
aged the partially installed
system and the company that
designed and is installing it is
facing large cost overruns. —

“We certainly can't pull the
system up and sell it to
anyone else,” said Jeff Johns,
president of Harold Ocean
Systems. “We are now in the
ridiculous situation of having
$90,000 of equipment sitting
on the bottom of the harbor
which isn't of use to any-
body.”

Johns said the cost over-
run on the project are
$143,000. The original con-
tract was for $150,000. The
Canadian Coast Guard has
already paid the company
$90,000 towards te contract
price.

“Physically, the system is
down there,” he said. “We
know it will work, but for a
variety of reasons over which
we had no control it cost far
more than we originally esti-
mated.”

He has appealed to federal
Transport Minister Jean-Luc
Pepin to sort out what he
calls a “bureaucratic night-
mare.”

The string of high intensity
lights were to be tethered for
2.4 kilometres east of the
Second Narrows rail bridge,
which was seriously damaged
in 1979 when a Japanese
freighter rammed it in the
