Sy: Castlegar News Morch 13, 1985 Reagan wants meeting WASHINGTON (AP) — President Ronald Reagan wants newly installed Communist party chief Mikhail Gorbachev to come to the United States for the first superpower summit meeting in six years, officials say. Reagan's invitation was carried to Moscow by Vice-President George Bush, who hoped to meet with Gorbachev following today's funeral for Soviet President Konstantin Chernenko, who died Sunday. An administration official who spoke on condition he not be identified said Tuesday the Reagan letter proposed a meeting in the United States, but did not specify a time. The official said the president didn't list any conditions for a summit in the letter. However, earlier Tuesday, White House spokesman Larry Speakes listed several require- ments for a top-level meeting. Speakes said that in weighing the pros and cons of a possible summit, Reagan would consider such factors as an agenda for the talks, where a meeting would take place, whether the setting was conducive to discussions, and if the talks might be beneficial. “If it is possible to arrange such a meeting with full and careful preparations, we believe it could make a constructive contribution to the development of our relations with the Soviet Union,” Speakes said. Speakes said the administration no longer was demanding concrete results from a top-level exchange between the U.S. and Soviet leaders. He said with the opening of arms control negotiations, relations between Washington and Moscow have improved. EXPRESSES HOPE Spakes said besides expressing Reagans’ hopes for a summit, the letter also reflects U.S. pleasure with the tone of the new Soviet leader's public remarks and a hope Moscow will join Washington in serious arms control bargaining. While Reagan did not meet with any of the three earlier Kremlin leaders during his administration, officials noted that Gorbachev, 54, unlike his predecessors, is young and vigorous and likely to remain in power for years to come. “It's not that our position has changed,” said Robert Sims, another White House spokesman. “It’s that the nature of their leadership has changed.” In a shouted exchange with reporters on the departure from the White House of Egyptian President Hosni Mubarak, Reagan said he has been willing to meet with a Soviet leader “ever since I've been here” and that we “would look forward to a meeting.” An inii ion official, y ly. said Reagan sent a message when Chernenko took power, suggesting a meeting, but that’ it was “not as forward leaning as we are now.” With his latest public statements and private message to Gorbachev, Reagan “has not tried to make it something that would be looked upon as a ploy to get attention or get some propaganda advantage over the Soviets,” the official said. At a news conference last June, Reagan said he\was willing to meet with Chernenko without prior assurances that a summit would produce concrete results. Before that, the president had insisted that he would not go to a summit to ease tensions with the Soviets unless the groundwork for success had been laid. HECTIC DAY Meanwhile, Mulroney had a hectic round of meetings with world leaders in Mos- cow today, and the prime minister said he will meet with other leaders besides Gorbachev on Thursday. Mulroney said he talked today with U.S. Vice-Presi- dent George Bush and State Secretary George Shultz, who represented Reagan. He did not disclose the subject of their talks, but described the discussions as helpful. This morning, Mulroney met with Japanese Prime Minister Yasuhiro Nakasone. Mulroney's press secretary, Bill Fox, said those talks fo- cused largely on the issue of trade and included an in vitation to Nakasone to visit Canada later this year. VANCOUVER (CP) — A message, abrupt, threaten. ing and apparently authored by a group of “brothers,” warned of future kidnappings and was delivered two days after a Chinese couple were abducted, friends of the slain couple said. The bodies of Jimmy Ming, 29, and his wife Lilly, 30 kidnapped Jan. 20, were found on the weekend wrapped Note contained warning “We want to have a meeting first,” he said. “But restaurant owners are not very rich.” Ted Huang, a longtime friend of the Ming’ family, said “reliable sources” within the city's Chinese community link a Vietnamese youth gang to the kidnap-slaying.
