He added that there are only three counters available at the Castlegar airport. The Transport Ministry has a policy of allowing only four rental agencies in most Canadian airports. But Michelson said there has never been as many as four counters at Castlegar. He said when the terminal was built, there were four available, but when the counters were tendered five years ago, there were only three available. “They figured there was ‘all that could viably operate at the time,” he said. Michelson said there was talk of adding a fourth counter at one time, but there is not additional space. Airport. Airport manager John Michelson said Budget, Tilden and Avis rent-a-car submitted tenders during bidding last month for the three vacant counter spaces at the An auction was held Dec. 7 to assign airport car rental counters across Canada for the next five years. Michelson said the only change in this year’s bidding was that the tender from Avis came from head office. Five years ago, the tender came from a local company operating under Avis as a franchise. That company closed its counter at the airport about a year ago and since that time»there has only been two counters at the airport. BEER BUSINESS Ready's second coming HALIFAX (CP) — The sec- ond coming of James Ready, a 19th century New Bruns- wick brewer, may have been just the miracle Moosehead Breweries hoped for. The quick success of James Ready's lager, product of a happy marriage between an old, revived formula and new bottling, has been the clear- est sign that the Maritime beer market is pulling out of the doldrums. Beer sales in the Maritime provinces are said to be on the upswing again thanks to new brands, new bottling and a thirst for the variety en- joyed in other parts of the country. Oland ies, the Lab att's-owned rival to indepen- dent Moosehead, has had trobule meeting demand and Carling O'Keefe has intro duced Canadian-brewed Mil- ler, which took Ontario beer drinkers by storm last year. Moosehead has held the formula for its new brand since 1928, when it bought the New Brunswick brewery started in the late 1800s by James Ready. Ready’s, the first Maritime brand to switch to long- bottles, has become Moosehead's best-selling product in Nova Scotia and is gaining popularity in New Brunswick and Prince Ed- the brewery’s marketing di \ Strathdee says Ready’s has taken a market share higher than 17 per cent, the share grabbed by Miller High Life after being introduced in Ontaris Oland, conceding Ready’s has hurt its sales, is switch- ing its top brands to the long-necked bottles. Since the bottling change in No- vember, Oland has had trou- ble meeting demand and took out newspaper ads apologiz- ing for the shortages. VIN 31 — 365-7292 In Nova Scotia this month, CANADA LACKS LONG-RANGE- PLANNING By KEN SMITH (CP Economics Writer The basic problem facing Canada’s economy as it tips a toe cautiously into the new year can be summed up simply. There's a lack of effective, long-range planning. Although such planning should be essential, even a brief check of events during the last decade indicates that government, business and labor leaders — who should know better — have been scrambling from event to event and reacting after the fact. There are plenty of recent examples, starting with the decision of oil-producing countries in the Middle East to push petroleum prices to the sky. OK, it’s true that no country anticipated such an action. But some countries, such as Japan, quickly worked the new factor into their long-range plans and, within a couple of years, had achieved an effecti Canada? It seemed to stumble on from month to month and year to year, apparently hoping that somehow the whole mess would go away and the world could return to normal. If there was an effective, central plan to deal with the economic threat imposed by the oil cartel, it missed the attention of economists. THERE'S MORE What about inflation, loss of productivity growth, rocketing interest rates, soaring unemployment and — perhaps most glaring — the severity of the 1981-82 recession which almost all leaders seemed to ignore until it was deeply set? What has been done to plot Canada’s recovery? These are legitimate questions, but there's a shortage of answers. In all fairness, it should be noted that Ottawa has been pretty successful in tackling inflation — though at a terrible cost in unemployment — and there's always that old saw about it being hard to remember your job is to drain the swamp when you're up to your backside in alligators. But the fact remains that essential reaction to fresh economic problems as they have developed has been to try to respond after the fact. This criticism is not confined to governments. Since the end of the Second World War, business leaders won promotions and bonuses on the basis of juicing up their year-end profit levels — so much so that the bottom line has become a cliche — and ignoring the future. LABOR GUILTY TOO Labor leaders? They have to carry part of the can too. They didn't recognize the shift that was coming, and now is accelerating, of workers from so-called blue-collar jobs to service industries. Why this short-sightedness? } It probably is the result of about three decades of unparalleled economic expansion that lulled people into thinking growth would continue forever. It has taken the shock of recent years to show that expansion isn't handed down by God — it needs someone | here to direct the economy on to the path that allows as many people as possible to benefit. What's to be done? A lot of the people responsible for planning will be quick to say they can't anticipate all events that will come up during the next decade. One noted drily recently that he couldn't say whether a big comet would crash into the earth during the next 12 months. What the experts, aided with their computer models, can do, however, is build up reasonable scenarios They can project trends based on existing circum- stances. Then they can alter some of the input to the projections to predict what would happen if, for example, unemployment were miraculousy reduced to three per cent. The technical ability to make these varying projections exists.
