Defying the orders of his government, Mendes issued transit visas to thousands of Jewish families so they could escape from Bordeaux into Spain at the border town of Hendaye. From there, they went to neutral Portugal from 1938 to 1940. Mendes was stripped of his diplomatic post and blacklisted by his government and denied the right to practise law in Portugal. Once a respected member of one of Portugal's most aristocratic families, he died in poverty and obscurity in 1954, leaving 14 children who suffered the stigma placed on their father. Now, however, the international effort to restore Mendes’s honor has reached Canada. On Nov. 22, the Federation of Portuguese Business and Professionals and the Ontario region of the Canadian Jewish Congress will pay tribute to Mendes. By the end of 1988, Quebec hospitals will have to spend at least $9 million to look after an estimated 900 cases of acquired immune defic- jency syndrome. Morisset says there should be special facilities built for AIDS patients who don't need full hospital care. The average cost of $100,000 per patients is about $40,000 more than for other patients. Quebec accounts for nearly one-third of the 755 con- firmed cases of AIDS in Canada.
