In a letter interview, Vander Zalm said the letter wasn’t intended as an ultimatum, “lt was just making sure that they ~ (the federal government) understood what we understood . . . that if they have anything else in mind, they should let us know,”” The B.C, legislature has already ratified the accord. Vander Zalm, upset that the letter had been leaked, asked reporters to show him copies of the letter and ‘wanted to know where they got it. The government also flunked in trying to control inflation, said Walker. “The Bank of Canada has presided over a doubling in the rate of growth of the money supply since 1987 while talking tough about pursuing a‘ zero inflation target,’ Walker said. “A zero inflation policy isnot enough, however. The fundamental concern which must attend any evaluation of Canada’s future prospectsis the pace at which the stock of government debt is being in- creased by continuing deficits.’’ Canada Post defends its service MONTREAL (CP) — Canada Post leaped to its own defence again Tuesday, citing a study that found 97 per cent of the country’s regular mail is arriving on time and that service is improving constantly. The on-time figure comes from the latest quarterly audit of mail-delivery performance done by an independent accounting firm, which said the national average one year ago was 95 per cent. However, at least one post office critic said Canada Post must raise-its standards if it wants to buck the swing to fascimile transmissions — ‘‘fax”’ in everyday language — by so many Canadian companies. Canada Post says the mail is on time when it arrives within two business days at a destination in the same city, within three business days for mail between major urban centres within the same province and four days between major urban centres in different provinces. All three categories had a 97-per- cent performance level in the first three months of this year, the study said. Canada Post released the results at of the 32-year-old Toronto pilot or his fluorescent orange life raft. The CF-18 plunged into the Pacific Ocean on Sunday during a routine tactical training mission with another CF-18 from Canadian Forces Base Comox, B.C. John Williston, spokesman for the Rescue Co-ordination Centre in Victoria, said the wreckage of Tucker’s aircraft was detected by a sonar device that picked tip deep-ocean signals from the fighter jet: He said searchers suspect the signals_might be coming from the flight recorder but can’t be certain. Even if it was the flight recorder, no. attempt would be made to recover it because it is about 1,300 metres below the surface. Williston said the signal will likely fade away within a year. Diabetics get financial break VICTORIA (CP) — Starting next week, adult diabetics who require regular blood-sugar testing will get a financial break. “The Health Ministry said Tuesday strips used to test for sugar levels will be paid for by the government. Strips cost-about-$36 for 50. Diabetics test their blood up to four times a day. The program will be expanded to include all diabetics who need regular testing and who have received proper training to test their own: blood. Previously, only women who temporarily get diabetes during pregnancy and those under 19 were covered by the program. The testing involves taking a drop of blood and analysing it for ‘sugar tevels. A’smait computer-like monitor is used to analyse the blood. The test can be done virtually anywhere. Adult diabetics now only have to pay for the monitors, which cost about $185. Respondents were asked: ‘‘Do you ever use a alcoholic beverages such as liquor, wine or beer, or are you a total abstainer?’’ In 1988, a similar poll indicated that 80 per cent of Canadians drank alcohol. A 1943 poll suggested only 59 per cent sometimes drank alcohol. The survey is based on 1,054 personal interviews with adults bet- ween March 7 and 10.
