NEW COMERS | The Reconp depricates the disposition | of the “old timers’ in Kossland to not recognize the new comers upon an equal footing with thems ives. The idea that aman should have nothing to say in the | coming municipal election because they | have not been here as long as someone else, is foolish and absurd. The Reconp was the first newspaper in Rossland, and the only one, over six months old, which has not (several tins-#) changed hands. GOVERNOR McGHAW A DEFAULTER. Ex-Governor McGraw and his politi- cal gang in the state of Washington ¢ar- ried a high hand fur a number of years. McGaw raised from policeman to sher- iff of the leading county of the state and then to governor. His policy was to crush all foes at any cost and stand on his dignity and honor. The Seattle Times, a fearless paper, has this to say bout McGraw and the discovery of his defalcation : “One week ago today the Ti startled the town ith the annow ment that the presecuting attorn an expert accountant had unco defalcation, occuring during ministration o! overnor McGraw while sheriff of K news generally ‘imes was roundly denounced by the partisan friends of the defaulting official. fore the echo of their condemnation had died upon the street the ex-governo sheriff had acknowledged that the’ had told the truth, bnt claimed to hay had no previous knowledge of the mat- ter, and cited two facts in| proof of his statement—(1) that had his book in which he kept. the delinquent. tax list “experted”’ by a man now dead, and (2) that if he had not left the book he would not have been caught. The personal organ of the ex-sheriff said in the same issue that ‘his (Mc- Graw’s) experience should be a solemn warning that an _ office o fiduciary trust carries with ita respon- sibility which it is never safe to dele- gate to subordinates.” “Assistants must be trusted to some extent, but the personal assurance of their fidelity ix Among the chief duties devolving upon the official head,” ete. If this language if anything it meant to cast this crime upon assis- tants, two of whom were dead, The Times pointed out the injustice of this charge, and now repeats it, for Douglas Young says that a payment of $2400 made by one bank was entered by Me- Graw himself. Some of the disgruntled friends of McGraw don’t like the statement of the Times on this point. We are sorry for them. The people who suffer will ap- prove the course of this paper. ‘A great show has been made to fix this matter up, in spite of the statute of limitations. W ws it not been done? Has not the ex-governor $13,000 left out of the political wreck of the last ten years? Or is it a fact that he has conveyed all his property to other par ties since Douglas Young made this discovery? TE eMii/rER FOR VICIOREA, Ficight Rates and Quality and Quantity of Ore Discussed, A proposition to erect'and operate a complete emelting and refining plant, with a capacity of from 300 to 400 tons per day, has been made by W. Selover, who represents a byndicate of Portland and Utah capitalists, to the mayor and council of Victoria, says the Victoria ‘Yiues. Beiefly stated, the proposal is that buildings and plant costing 4450,- 000 will be established bere fora cash bouus of 4160,000, payable as to 475,000 upon completion of the buildings and as to the balance in six months thereafter. i is at present under consider- | by the city council und the board of ude, and in a few days, it is ex- ed, all the necessary data to enable bodies to come to anintelligent de- ‘on will be collected, when a report : be looked for. ill be ream sone opinion upon ACCEPTS, He Will Be a Candidate For Alderinan At the Ensuing Election, Thomas Stack by request of his friends announces himself as a candidate for alderman, Mr, Stack was one of the first to pin his faith to Rossland. He has been a successful business man, and is one of the proprictors of the Grand hotel on Spokane street near Columbia avenue. It is understood that the ho- tel men will support Mr. Stack as a rep- resentative of their interests. . ONE JUBILEE Escorts of the Procession Will Cost the Country #300,000. The London war department has com- pleted its designation of troops to line the streets and act as escort for the various divisions of the royal jubilee the ali a smelter in Victoria, if the conditions are found to be favorable. There may be, and no doubt there will be a diversity of opinion us to the propriety of bonusing this or any other industry, but it will probably inspire that if the expected advant- 1 be shown to be reasonably com- tory, and the permanency of the Ww for a time to_be agreed upon is in some way secured, that a majority of ajepayers sheme, * ‘The smelting industry can be con- ducted profitably only on a large scale. will be found to favor the 4 The total number of soldiers and sailors to be brought into service for this occa- stations in Great Britain. In view of estimated that this single feature of the jubilee procession will cost the country not less than $300,000. Adam Appell, who has recently ar- ‘ived from thd Transvaal country, and has been visiting Rossland, took the south bound train this morning. It can be op nlly only by those who have large capital. Under such conditions it is generally a profit- able business, and its location in the neighborhood of this city is certainly de- sirable. The difficulty of transportation oi ores from interior mainland ‘points, ig from the necessity of trans- shipment to vessels at the terminal of the railways, is not, we have rea- son to believe, an improbable one, and with that obstacle out of the way Victoria becomes one of the best sites for a smel- er upon the Pacific coast. Ores from Mexico on the south and Alaska on the north, from Vancouver Island and all points, can be carried here as ¢ ly as to any other place, while out shipping facilitiés to the Orient or to Great Britain are unsurpassed. -A prob- all smelting works is to secure an supply of ores containing the wisite fluxing properties, and this dimeculty can be more cheaply overcome er than by railway transportation. imity to fuel ii jo an advantage iby our city over many othe. Few industries require the same care- ful and experienced management or larger floating capital to ensure profi- table results; and there are few indus- tries which return higher profits to their owners, or are more beneficial to the communities in which they are lo- cated, than’ the separation of metals from ores when experience and capital i ing its efforts. The question ing a company is, to our mind, ndary consideration. Transpor- tation charges, experience to operate the works, capftal to purchase ores, and, above all, an ample supply of ore to keep the smelter in operation, are of vastly more importance. Without these con- i any bonus would be thrown The question, therefore, ght to be asked first, and to w! afiirmative answer should be given, i are these pre-requisites assured in present proposition, or will they be guaranteed in any other proposition that REDDY & REINER, MINING BROKERS 201 & 202 Rookery, SPoKAaNK PURE GOLD TREASURY.
