THIS WEEK AND NEXT By RAY ARGYLE At 1s now quite clear that Ottawa's latest pension and wer thasing offer to the Ray Argyle m clear is the long-term effect which ene new policy will have on the strength an vitality ¢ of the Federal don ernment, Prime Minister Pearson's bold action in reaching a ‘settlement with Quebec on anational contributory pen- sion plan more than makes up for the dismal failure of the recent federal-pro- vinclal fiscal conference at Quebec City. Equally, ‘the Prime Minis- ter's decision to increase by. one-third rebates paid to the province out of in- come tax revenues will go far toward putting the pro- vincial governments on a _ More round financial basis. There is a very real likeli- hood, however, ‘that taxes will have to be boosted by more than $200 million per ‘year to make up for Fed. eral Government losses, There is a danger, too, that these fast-moving ac- It is-to be hoped that coming events will not bear out such a gloomy inter. pretation. 1 do not share the opinion that we are going along with a “sell. out” to Quebec, but 1 am concerned about further weakening the Federal Government in the face of increasing demands from the provinces, As far “as the Canada Pension Plan is, concerned, the new deal reached ‘to accommodate Quebec and Ontario is welcome news. The plan is not as good as the one Proposed by Que- bec, but it is an improve- ment over Ottawa's most recent offering. By ensur- pensions up to $104 monthly in addition to the $75 universal old age pen- sion, it will bring at least minimum security to hun- dreds of thousands of Cana- | dians who would never have been covered by pri-. vate pension plans. It can be expected that the nation’s insurance com panies will continue to op- pose the plan, but they wil be able to count on very little political , assistance from opposition parties in . Parliam The pension .plan wiil also be used by opponents of Government - sponsored medical insurance in their attempts to further delay a national medicare pro- gram for all Canadians, It will be argued th.t the pen- sion plan is all Canada can afford for the time being— that we can’t possible un- dertake the costs of federal medicare at the same time. This argument should be disposed of promptly, be- - cause it is totally false. Government - sponsored medicare, as we now know from the experience of Sas: katchewan, actually costs nothing that Canadians are not already spending pri- vately to meet doctor's bills. But by sharing the cost ally among everyone, 1t the most sensible and most humanitarian wav of protecting the ‘nation’s most valuable asset — the good health of its citizens. A PAMPERED POOCH.
