The indings of the police com- missioners in the matter of investi- geting charges of irregular conduct on the part of the police department were presented to the city council last evening. Briefly, Wm, Mitchell, } who occupied the position of jailer, is. given the benefit of the doubt of. having accepted money as a bribe, but his resignation was not accepted, and he was discharged for irregular’ conduct. , Concerning the chief of: police, who was the real butt of the. leading spirits in the prosecution,-|. the commissioners ‘believe its.i8 Guir duty to state that the investi- gation has shown Chief Ingram to be exceptionally free from the charges: made; that tohis good judgment. and thorough knowledge in dealing: with the criminal classes is due our freedom from crimes of a serious wature,’ and the good order for which our city has become pro- verbial.” This, then, together with the gnormous expense attached. to 4 tedious and tiresome investigation, in which 64 witnesses were, exam- ined, presenting evidence covering §86 typewritten pages, is the result of. ‘the animus held against the chief by two men to whom he refused protection in running roulette wheels to flim-flam the public, and of’ a third man whose prejudice was ex- Cited, according to testimony, be cause Chie’ Ingram considered him incompetent and refused to assist him in securing the position of chief pf the fire department, to which he aspired. To back up their arii- mosity by a semblance ol good faith these men shifted the responsi- bility upon the Trades and Labor Council, thus forcing the members to assume the double burden of ex- pense. As rate payers they will be taxed on the one hand,and as mem. bers of thé Trades and Labor Coun- fil they must pay their pro rata again. In other words every union Wage earner has been imposed upon to further. the objects of these men. The public knows too well that every opportunity was given the Prosecution to substantiate any charges brought against the depart- ment. Any and ail witnesses were heard; th.re was no intimida- tion. and the prosecution failed to Prove even an attempt at such, although this was presented as a reason why the accused should’ be suspended during the Proceedings. Every citizen must feel that the police commissioners have fulfilled their duties conscientiously and with the welfare of the public at heart. As to Mitchell's case, there was but one thing todo. This was a proceeding surrounded by all the formality of the law of which every citizen is so proud, and although the commissioners may have been morally certain that Mitchell act cepted a bribe, the evidence was contradictory and would not have convicted him. in. any court. On the other hand, he had, on his own dmissi falsified the and ‘visited a house on Lincoln street. This irregular conduct was sufficient justification for his di missal. .The commissioners find nothing whatever in their counts against - the chief, and if he had any connection with Mitchell, the evidence failed to prove it.
