Ave., Castlegar 0-8917 Premier urges careful look at his proposal VICTORIA (CP) — Roocer Bill Vander Zal making another pitch to provincial leaders to look cabefully at his proposal to save the h Lake constitutional accord. “There is still time for some people to deal with the initial Meech Lake accord although I see, for myself, there is no hope for it,”” Vander Zalm said in an interview Tuesday. “There is more time for the B.C. option, which I believe answers not only the concerns that I’ve heard ex- pressed, but concerns that I’ve heard come out of other parts of the coun- try. “*Basically, it's wait and see, but given all of the options available to all of the people in the country, they'll start to look seriously at the B.C. proposal.”’ Among Vander Zalm’s suggestions is a provision that all territories and provinces be recognized as distinct societies. The original accord recognizes only Quebec as distinct Quebec rejects Vander Zalm’s proposal. The idea also includes breaking the agreement up, passing parts that are agreeable to the provinces and dealing with contentious points later. The accord must be signed by all provinces by June 23 or it dies. New Brunswick and Manitoba have not approved the agreement and Newfoundland Premier Clyde Wells said last week he plans to introduce a motion to rescind approval of Meech Lake. OTTAWA (CP) — What is the Meech Lake ac- cord? Polls say few Canadians know. The Meech Lake accord is a constitutional amen- dment signed June 3, 1987, by Prime Minister Brian and 10 premiers. It an agreement reached in April that year at a federal government's retreat in Meech Lake, Que. The deal was intended to win Quebec’s agreement to a Constitution it did-not sign when the document ANALYSIS Trudeau was prime minister. Legally, the supreme law of the land still applied to the almost seven million Quebecers, Morally, a Constitution was suspect without the approval of a government representing one in four Canadians. . ~ Quebec’s five conditions for signing were recognition as a district society, a veto over future con- stitutional change, a role in appointing judges to the Supreme Court of Canada, greater power over im- provincial jurisdiction. Quebec got that. Then constitutional hell broke loose. The process was one of the first complaints — an all-night, closed door meeting of 11 men who handled nation-building much the way they would a labor con- tract. Furthermore, many Canadians resented being told that not a comma could be changed in a migration and limits on federal spending in areas of Polls say Meech a mystery to many agenda, giving provinces too much power and giving Otta: 100 little chance to right regional disparities. Critics say the distinct-society clause, as yet un- defined, is a blank cheque. Under the deal, all provinces would receive a veto over constitutional changes affecting the Commons, Senate, Supreme Court and the creation of new provinces. Critics see that as constitutional gridlock. Unanimity in Canada is a rare bird. Future change, they say, would be nearly impossible. Likewise it would recognize an English-speaking community concentrated outside Quebec but ‘also existing inside that province.
