Vander Zalm
fuels debate

VICTORIA (CP) — The solution
to the Meech Lake impasse may be to
scrap the accord and start con-
stitutional talks from scratch, Premier
Bill Vander Zalm said.

“If it had to (start from scratch), it
might not be that bad,’’ Vander Zalm
told reporters. ‘‘Maybe that’s the best
thing of all.””

Vander Zajm, however, said const-
itutional reform can still be a ‘‘win-
win situation,”’ for all parts of the
country if politicians decide they
really want to work toward that goal

“Win-win may mean we start from
square one and look at the BNA Act
and look at what it was and why is
was,”’ Vander Zalm said. ‘I would
rather we wait three years or five years
or 10 years than make a major
mistake.”

The British North America Act was
enacted by the British Parliament in
1867, providing for Confederation. It
was renamed the Constitution Act in
1982 as part of the patriation of the
Constitution.

The Meech Lake accord, designed
to ~bring Quebec into the Con-
stitution, must be signed by all
provinces by June 23 or it dies.
