ation treaty review. confer-
ence.

“Unless the nuclear arms
race between'thd major pow-
ers is halted . . . the terrible
possibility of wholesale des-
truction will increase yet
further and the fear of a final
catastrophe will shadow our
daily existence,” Perez de
Cuellar said.

Some 80 nations, including
the United States, the Soviet
Union and Britain, are at-
tending the start of the
month-long review of the
1968 treaty aimed at stop-
ping the spread of atomic
weapons and halting the nu-
clear arms race.

In a statement read to the
conference, Perez de Cuellar
said spread of atomic wea-
pons to more countries had
been. stopped but nuclear
states had not honored their
pledge to end thé arms race.

the driving forces behind the
NPT.and are the only nuclear
weapon states party to it.
France and China, the other
known atomic weapon states,
have refused to sign. *

Perez de Cuellar told the
delegates that many states
now have the technical cap-
ability to undertake military
nuclear programs but cons-
ciously adopt a policy of re-
straint.

“peaceful” atomic blast by
India in 1974, no new country
has demonstrated its ability
to explode an atomic device.

Soviet leader Mikhail Gor-
bachev used the occasion of
the review conference open-
ing to again on the

Perez de Cuellar welcomed
resumption of U.S.-Soviet
arms control talks earlier this
year but noted “no visible
progress so far.”

The superpower talks be-
gin a third round. of negoti-
ations on long and medium-
range missiles and space
weapons on’ Sept. 19, when
the NPT conference will near
its end.

‘The conference will discuss
ways of strengthening safe-
guards to ensure atomic
equipment or material in-
tended for peaceful use is not
diverted by countries or
terrorists.

Efforts to help developing
countries obtain benefits of
the atom for electricity,
medicine and agriculture will
also be studied.
