LONDON (CP) — Napolean thought it might be a good
way to invade England and wary Britons still wonder about
an invasion of rabid rats.

However, after two abortive starts, a tunnel under the
English Channel linking Britain-to continental Europe finally
seems on the verge of becoming a reality.

As backers of the four vying proposals tout the prospect
of three-hour, non-stop trains from London to Paris,

ferrymen are fretting about losing their jobs and farmers in
Kent have vowed to fight plans to turn fields’ into

It’s the promise of jobs that seems to have tipped the
scales for Prime Minister Margaret Thatcher's Conservative
government. Long wary of grandiose proposals — especially
those needing government financing — Thatcher has become
a fan of the Chunnel, as the fixed-link has been dubbed.

The deadline for proposals has passed and the British
and French governments have promised to pick the winner
in three months.

Two huge consortia of French and British firms are the
clear early leaders.

— Euroroute, the most ambitious and costly plan would
build two huge bridges extending 8.5 kilometres from the
British and French coasts. Each would end in a massive,
man-made island where the roadways would spiral beneath

the choppy channel waters and connect with a 20.
long, twin-tunnel. A parallel twin-track railway tunnel would
cross the channel for a staggering total estimated cost of
__.$8.7 billion Canadian. pean

modest plan that finds favor among financial analysts and,
apparently, less in Thatcher's office. It would build a
twin-bore railway tunnel to carry trains and specially built
rail-ferries which would shuttle back-and-forth loaded with
cars and trucks. Its estimated cost of $3.9 billion is less than
half Euroroute’s.

That is the sort of project that could be handled by
Britain's badly battered shipbuilding and stee) industries.
Both got a boost during the heyday of the North Sea oil
platforms but which once again are laying off workers by the
thousands.

Those industries are located in Britain's north, where ~

unemployment is highest and the Tories fare poorest in the
polls. :
FACES ELECTIONS

Both Thatcher and French President Francois Miter-
rand face elections by 1988 — when construction could be
under way. The political boost for both leaders must-be->
balanced against a history of ill-fated Anglo-French deals
and costly previous failures to build a channel tunnel.
