The committee in charge of mapping the city’s future is calling on Castlegar to incor- porate firm zoning bylaws in its new OCP. “We would like to see this OCP followed, unlike the pre- vious ones,” OCP update committee chair Walter Flux said at an open house Thurs- day. “They followed a zoning map done before the last OCP.” An OCP is 10-year forecast which enables a city to map its growth and development. For the past four months a 18-member committee repre- senting all sectors of Castle- gar has been given the task of revising the existing OCP. That committee, together with the consulting firm of Urban Systems Ltd. of Kelowna, is proposing sweep- ing change to Castlegar. Changes they hope will be adopted by council. “The key is sticking to the plan,” Urban Systems’ Ed Grifone said. “Provided it’s a good plan, communities will have a better success rate over the 10 years if they stick to a plan rather than aban- doning it.” to bring the zoning bylaw in conformity with the new OCP.” Grifone says an OCP and zoning bylaws must support each other. “The real teeth in an OCP\|_ is the zoning bylaw,” he said “It is how you achieve the de- sired character for your com- munity.” Moore reiterated her sup- “It’s a living document. She said OCPs and zoning bylaws aren't written in stone. “We change it as we see fit,” Moore said. “It’s a living document. What we had be- fore was a lot of flexibility.” She says changes will be made “ifit’s the will of council port for a flexible OCP, react- ing to Grifone’s comments by saying “consultants don’t run for election.” Other changes proposed by the update committee include improvements to transporta- tion within the city and di- versifying the economic base.
