Forest SHARLENE IMHOFF Sun Editor Increased and tougher enforce- ment, heavier penalties and better forest practices are directions that have been laid out in the NDP's recently announced Forest Prac- tices Code Released Tuesday by Premier Mike Harcourt and Forests Minis. ter Andrew Petter, the new code outlines a number of forest prac tices that will "better protect B.C’s environment and wildlife, and help ensure a sustainable future for its forests and forestry industry.” In an interview with The Sun, Petter said that a recent provin- cial-wide audit of forestry offices, initiated when it was discovered PHSPs were missing from the Arrow Forest District Office in Castlegar, played a partial role in creating the new code. "That was part of it. But the main reason this new code is out is because as government, we Promised we would do something to clean up forestry practices The new enforcement measures being put forward in the code include: an increase in the maxi mum court-ordered fine from $2,000 to $1 million or more if necessary; an increase in the range of administration penalties, includ ing the removal of a company's right to cut wood; and, the intro- duction of performance-based log- ging, which makes approval of future logging activities contingent on 4 company’s performance on current operations. The Forest Practices Code will apply to all public and private lands in Tree Farm Licenses and woodlot licenses. As well, a sys- tem of independent audits of forestry practices around the rules given teeth | province will take place to ensure regulation. The Forests Minister continued to say that field staff from the Ministry of Environment, Lands and Parks will be given new pow. ers to enforce environmental aspects of forest operations. Using Castlegar and area as an example of where there are only two field officers, kept busy investigating wildlife and envi- ronmental infractions, the minis- ter was asked whether additional field officers would be necessary to now cover forestry infractions. “We're not giving the officers added duty, we're streamlining so that if they happen to come across a forestry violation, they now have the authority to deal with it." The minister continued to say that if additional resources were required, they would be considered. While five bears have been destroyed as a result of motor vehicle accidents, the remainder have met their end after receiving the label ‘problem’ bear. The latest bear deaths occurred just prior to Halloween, when police and a conservation officer were called to a scene at Arrow Lakes Drive at 4:30 a.m., October 29. A live trap, set to catch a mother bear, instead caught a cub. As a result, the sow, seriously dis- traught over the cub’s imprison- ment, was considered a danger and therefore shot on site. A sec- ond cub was also shot on site, while the trapped cub was later destroyed If the scenario seems disturb: ing, than the greatest tragedy may lay in the fact that the bears had been drawn to the area by the garbage that was readily made available by residents living in the BC Housing Complex Arrow Lakes Drive. “One of the first things the along See BEAR 2A No injuries in roll-over, police lay charges Sun Staff A 17 year-old Cranbrook youth has been charged with driving without a driver's license after being involved in a single vehicle acciden, November 4 The youth, who can't be named under the Young Offend- er’s Act, was driving a 1982 Dat - Charred welcome sun about 14 kilometers west of Castlegar when he passed a semi trailer, lost control of the vehicle he was driving, entered the ditch and rolled. Those who drive by. or live by the recycling centre located beside Castlegar Foods, will no longer have to look at a recycling eye-sore. Pazurik said in deference to those who live near or have busi- nesses by the depot, they will no longer have to view the unsightly jumble of recyclables. “We've tried to cooperate with our neighbor Dr. Ellis who has his office beside us. He’s spent jillions on his business and now we've spent jillions on our busi- ness fencing it in.” Although the depot is only fenced at this point, Pazurik said crews will be out later this week roofing the structure so it will be totally enclosed. “We're trying our darndest to accommodate our Site for our neighbors.” Besides enclosing the struc- ture, Pazurik said it will be paint- ed to match Castlegar Food’s color scheme and to match the downtown revite theme Talk but no funding results KAREN KERKHOFF Sun Staff The lines of communication between Castlegar have failed once aj In a bid to help fund both the educational and daycare opera tional costs of the Young Moms* Program, Superintendent of Schools Everette Surgenor and Kootenay Columbia Child Care Society (KCCCS) Executive Director Katrine Conroy, lobbied Minister of Education An Char bonneau October 26.
