Passengers who have arrived from the Copper river country, on the stenmer Excelsior, state that the scurvy is re- ported to, be present in all the camps _ in the interior, and many miners are com- ing to the coast, either to escape it or to recover from its effects. Amob of negro soldiers ran riot in ‘famps and outraged wemen in broad daylight. Another gang of drunken vagabonds in Macon, defied and tried to re on the police. For a month another +Leepiment-of -these lawless vagabonds, wearing the uniform of the United states soldiers, terrorized ,Chickamagua, and the town of Lyttel in north Georgia, to say nothing of the Griffin episode and other similar occurances. They had to be escoited through every southern city through which they passed after they were discharged, by a batallion of police, to prevent their looting the stores and terrorizing the people. The Leesburg outrage, the Palmetto burning and many other similar crimes committed in Georgia by negroes during the last few! months are due to the baneful influence and example of these lawless rowdies, who disgraced the uni- form they wore. This is the primary cause ofall these troubles. Still this does not justify the bloody and -barbar- ous custon of Leesburg and Palmetto. The white men who participated in these sanguinary dramas are as wujusti- finble in their conduct aa the megroes they lynched. Both were a disgrace to our civiliza- tion and a reproach to our atate, and all the power of the state should be used to prevent a recurrence of such crimes and punish the perpetrators, RGFRESHING SHOWERS.
