Ue ran up and extinguished the flames before they had gained any headway. He “then proceeded to investigate. He found that a narrow alley ran between the two buildings and was blocked at the rear with old lumber. It is so far below the level of the sidewalk that a man standing in it would be breast high to thé side- walk. A side door from the prison- er’s store opens into it near the rear. Under the front corner of the store, the officer found a quanti- ty of exceisior, paper and a pair of old shoes saturated with coal oil. The same inflammable material had been thrown on the walls at each side, half way up. He went down the alley, found the door ajar and, entering, found a can of coal oil and a quart measure on the floor a short distance in the rear room, He found the prisoner in the store. He set Officer» McDonald on guard, while he notified the chief and the latter, after examining the spot, ar rested Soccomorman, The evidence is strong, for the fire could only have been started a 7 second before Raymer discovered. it. Thus, the incendiary would not have had time to climb to the sidewalk before being seen,. nor’ to scramble through the lumber pile without being both seen and heard. These are the ouly two ways of-és- cape from the spot, except the door leading into the store a the pris- oner was the only iiehia in the store. When questioned by the chief,’ Soccomorman said he had a Stock of $600 or $700, but this is considered an enormous overestimate, $150 being nearer the mark, while the stock .is insured for $500. Rog- ers, one of the directors of the Standard Oil company, Rogers as Island-Broker According to the Times, the first appearance of Mr. Rogers in the Danish’ West Indies was about three years ago, just prior to the breaking out of the war with Spain. Germany Wanted an Island After an investigation, Mr. Hoer- ring called together a council of some of the most prominent mem- bers of the Danish parliament and a number of prominent business men of Copenhagen. Among the latter was C. W. Hagerman, a former resident of the United States and an old friend of Mr. Rogers. Hagerman impressed upon the council the strength of Mr. Rogers’ claim, and it was accordingly de- Danish government a contract with Germany, by which the latter could purchase the island of St. John. Captain Christmas asserted that this would be next to impossible. The United States would neither allow Denmark to sell the island to a foreign power, nor would it allow G to purct it, b of the Monroe doctrine. He then laid the matter before his government, the outcome being that the permis- sion was denied on diplomatic grounds, the Danish government recognizing that, should any com- plications arise, the sale of the islands to the United States would [be next to impossible. » This led to Captain Christmas coming: to Amer-’ ica as the authorized agent of the Danish government for the sale of the islands. ‘whe Standard’s Word Is Law Meantime: Secretary White, at London, was sent to Denmark and found the islands could be bought for $4,000,000, and so reported to Washington. Continuing the story, the Times say “(On Captain Christmas’ arrival in New York, he at once mailed his letter of introduction of Mr. Rogers and was requested by the latter to meet him in his office.in the Stand- ard Oil building at 10 o'clock the next day. During the interview that followed, Captain Christmas says in his report, that he was as- tounded.to hear Mr. Rogers say that it was only through his good will and offices that he (Christmas) could hope to. do anything toward the fulfilment of his .mission. Cap- tain Christmas states that Rogers told him that he controlled the votes of 26 senators of the United States, who were at all tinges ready and willing to obey in any matter given them by the Standard Oil company. -Mr.. Rogers demanded from Captain Christmas a contract showing that the Danish govern- ment would pay to him (Rogers) 10 per cent of the price agreed up- on. Captain Christmas refused to enter into any negotiations with Rogers. Rogers said it was his terms or nothing, and afterwards all negotiations would bé made~ for him by his representative, Niels Green.” cided to give Rogers p to act in the matter as the representa- tive of the Danish government, but without any billet to that effect. find | Then Mr. Rogers, itis asserted, went on with the negotiations till the breaking out of the Spanish war stopped them. He Controlled the Seuators But in the early part of 1899, Captain Christmas was approached bya syndicate of Germans, who asked him to use his influence in Copenhagen to obtain from ‘the ‘y Hay Itis asserted that the next day Green called on Christmas and said: “The word of the Standard Oil company is law. Make no mistake about that. They will permit no one but themselves to sell the Danish West India islands. If the deal is not consummated through them, it will not «be consummated at all, rest assured of that. You are wasting your time and the time and money of the Danish govern- ment. Turn ‘every thing over to Rogers, agree to his terms, or give up hope of ever accomplishing the task for which you have come here.” Captain Christmas, it is alleged, was so indignant at this preposter- ous demand that he refused to con- tinue the interviews and went st once to Washington, where he pre- sented his credentials to Secretary Hay and related to him the inter- views he had with Rogers and Green. Secretary Hay was equally indignant when he heard what the Danish agent had to say. It was after that, Captain Christmas as- serts, that all negotiations with Mr. | Rogers were broken off. An at- tempt, says the Times, was made to interview Mr. Rogers on the subject, but he refused to be seen. RYDER KEPT THE SEAT WARM Now Billy MeInnes Supplants Him an Comox Candidate. Special to the Reeorp. Victoria, B. C., May 1.—A great deal of speculation has been aroused among politicians by news received today here that McInnes has decided to-run for Comox. Coming on the heels of the statement of Finance Minister Ryder yesterday that he, Ryder, would run there, it is re- garded ‘as curious. Many insist that it is purely a scheme with Mar- tin; that Ryder was chosen to hold the seat for McIanes and that, hav- ing served his purpose, he will be thrown aside for McInnes. The latter wanted to run asa Martinite, but it being represented that the premier was not popular, now announced that he will run independent, backed by the labor party and the supporters of McPhee.
