It is enlisting the help of the RDCK in negotiations with the ministry because water supply for settlements is a regional district to establish a matter The ministry rejected a contract from the alliance to establish a process in which perceived problems with the Springer Creck Integrated Watershed Plan (IWMP) can be resolved-by mediation and arbitration if necessary. Springer Creek is a water supply for the Village of Slocan Management “Contract is not part of our mandate,"’ said Ted, Evans, resource officer for planning With the ministry's Arrow Forest District. “Any kind of decision making is held ministry — that is.our legislated man date. “We have reiterated our commit with the ment to sit down and resolve these issues,"’ he said, adding the ministry will postpone finalizing its Springer Creek IWMP until the issues can be resolved. He said the ministry has ‘set an end-of-March deadline for any resolutions. The alliance says the Springer Creek IWMP has shortcomings” and that water-users in the Slocan Valley are adamant that thee issues be addressed before logging plans in their watersheds go ahead, according to a SVWA news release The alliance has identified five issues which it says need to be resolved current “serious * adequate analysis of the risk to water posed by logging; * liabiity which might result from logging; * alternatives to clearcutting, slash burning and pesticide use; coverage for damage \dequate planning and operational standards to protect water;and * clarification of the roles of par ticipants in the I WMP process We want-to-find-out-why current standards are not adquate,”” SVWA co-chairman Herb Hammond said. “We negotiated with (the thinistry) for eight years. We've have prepared thousands of briefs, only to have them tell us ‘Sorry, that’s not the way wedothings."”” Hammond said methods of solving disputes between interest groups and the ministry are not against the ministry’s policy. He cited an example in Vancouver Island's Cowichan Valley where the ministry signed a con tract with a logging company whereby the company would not develop an estuary for logging in return for space elsewhere “There is a very clear precedent fog, entering into contracts with third party interests,"" Hammond said RDCK area H director Bob Barkley has agreed to chair proposed future meetings between the alliance and the ministry.
