The Com- mission notes the statement made by Mr. Peters at the hearing that he intends to relinquish his role as President of the licensee company within one to two year's time, There was considerable discussion ot the Van- couver Public Hearing concerning the matter of supportive agreements currently in effect between the Licensee and Inland Broadcasters (1969) Ltd. (CFJC-TV}, Okanagan Valley Television Co. Lid. (CHBC-TV) and CKPG Television Limited (CKPG-TV). At issue was whether or not the compensatory payments made by the licensee to each of these other broadcasters should be discontinued. The Commission has taken the position in the past that the ag and the y pay made thereunder were necessary to ensure the maintenance and support of the existing television services provided by the smaller broadcasters in the face of competition brought about by the blist of CHAN-TV rebroadcasting stations at Kamloops, Kelowna and Prince George. In a joint intervention opposing the licensee's proposal to di i the 'y pay ts. Inland Broadcasters (1969) Lid. and Okanagan Valley Television Co. Ltd. argued that the negative effect of CHAN-TV competition on their national advertising revenues was aggravated by the licen- see's practice of acquiring provincial rights. both for CHAN-TV and CHEK-TV, to U.S. programs. The .° interveners contended that this practice’ has prevented them from gaining access to programs for broadcast on their stations which the licensee elected to broadcast exclusively on CHEK-TV Vic- toria and its rebroadcasters. On the basis of the arguments presented at the hearing, the Commission concludes that.the com- pensatory payments have now served their pur- pose and are no longer necessary to the main- tenance and support of fhe interior broadcasters. While the Commission accepts the licensee's proposal to discontinue such payments, it will ex- pect the remaining terms af the supportive + agreements to continue in force, tn this regard, the Commission expects the licensee to continue to provide the broadcasters concerned with access to certain ilobilities for local ials.
