Books and magazines are exempt from current federal and Provincial sales taxes. And books occupy a special place for many consumers. “That's a tax on education," Violet Walsh, a visitor from San An- tonio, Tex., said in an Ottawa bookstore Thursday. “‘Books are a learning experience." Liberal senators took up the fight last week, using the first of their alloted eight amendments to propose exempting books from GST. The motion was defeated. GST will be added to the retail price of all Canadian and imported books and magazines, said Ingrid van Rotterdam, ‘head of the Canadian Booksellers Association. “Absolutely,”” van Rotterdam said when asked whether the tax will mean a drop in book sales. Consumers will pay the full seven per cent because ‘there has been no indication on the part of anyone . . the author, the printer, the publisher or the bookseller, that they’re going to eat that tax."’ Hardcover fiction will likely be most affected, because the GST will give readers greater incentive to wait for the paperback. By The Canadian Press VANCOUVER (CP) — Rock performer Colin James of Van- couver dominated the West Coast Music Awards this week, capturing five categories. Quebec’s harmonization of its provincial sales tax with the GST means books now sold tax-free will have 15 per cent added to the price. David Perry of the Canadian Tax battle GST Foundation says many Western European governments that in- troduced GST-type taxes in the 1960s and '70s allowed books to be exem- pt, or at least taxed at a preferential rate, But as the consumption-tax system spread to other countries, books ten- ded to be fully taxed. For example, New Zealand taxed books when it in- troduced its value-added tax in 1986, Samuel Slutsky, a tax lawyer, questions whether Ottawa will collect the tax on all foreign magazines. The government has told non- resident magazine publishers to register with Revenue Canada if they want to continue sending their goods into the country. ‘‘The response has not been encouraging,’’ Slutsky said from Toronto. Large magazines such as Time and Newsweek will comply because the Canadian market is sufficiently im- portant to them, he said, but smaller, specialized magazines may not bother with the administrative hassle. Director shrugs off acclamations NEW YORK (Reuter) — He's done sex. He’s done sex with violen- ce and he’s done a film that turned millions of people away from sex, at least the extra-marital kind. Now British director Adrian Lyne has done a straight-out thriller that has critics comparing him to Alfred Hitchcock, although he says the comparison is for the birds. Lyne, director of the mega-hit Fatal Attraction, which ended the sexual revolution for many people, at least as far as extra-marital affairs are concerned, insists he does not follow-astyle or a system when making films. He also doe: not consider himself a director of thrillers. “I’ve tried to avoid a pattern. I didn’t want to be pigeonholed,”’ said Lyne, who was in New York to Promote his latest film, Jacob’s Lad- der, which opens Friday “L honestly do films on an emotional level. If I’m involved in a screenplay and | don’t put it down, then I'll do it.”’ The range of genres in his last three films attests to this. WEST’S TRAVEL 365-7782 now booking. It turned into the surprise sleeper of the year and established Lyne as a dance film director, another monicker he shrugged off. The Flashdance success enabled him to do 9% Weeks (1986), an ob- sessive journey into sado-masochistic sexual deviance that fared well with critics, but not the box office. Then came the psycho-thriller Fatal Attraction (1987), which so captivated the American public that Time magazine did a cover story on it. It also garnered Lyne an Academy Award nomination as best director. With Jacob’s Ladder, Lyne con- tinues in the thriller vein, but only, he says, because the script by Bruce Joel Rubin was ‘‘an absolute page- turner.” Tim Robbins plays Jacob Singer, a Vietnam War veteran who thinks he is going mad with nightmares and hallucinations. Discovering that other members of his Vietnam field unit years later are suffering the same symptoms, Jacob uncovers secret chemical testing of Vietnmam soldiers by the gover- nment. Lyne, who has filled the_film—with haunting images similar to paintings by Francis Bacon, said it is hard to do a thriller without echoeing Hitch- cock. “I’ve always liked Hitchcock's maxim that suspense in general is more interesting than surprise,’’ he said. ‘‘But I’m mostly interested in just keeping the audience off-kilter, keeping them off-balance."’ New generation of TV developing WASHINGTON (AP) — The Federal Communications Com- mission, under the gun to keep the United States in the race with Japan and Europe to develop ‘the next ion of ision, an ambitious but realistic test schedule Wednesday to select a U.S. high-definition TV standard by mid- 1993 The FCC ‘and five companies, in- cluding the Japan Broadcasting | Neha oy” Sunday Brunch are 2 10:30 am. - 1:00 p.m Reservations 825-4466 Corp. and Europe’s major TV manufacturers, will be in the running for the coveted HDTV standard, the sole format to provide Americans with HDTV’s crystal-clear pictures and compact disc-quality sound by cable, satellite and the major com- mercial networks. Backers of HDTV say it could revitalize a lagging U.S. electronics industry and — through military, educational and medical spinoffs — be the linchpin for B.C. economic growth in the next century. Testing will begin April 8, 1991,, and will run for about two months for each proposal. Viewer-testing of the proposals will follow in Canada. To prevent making millions of TVs obsolete, the commission says the winning HDTV sytem must use a “*simulcast”’ technique in which a TV station will broadcast two signals — one o1 regularly assigned channel in today’s format, the other in high- definition on a separate channel.
