This committee, headed by Mr. Reith, has been functioning for some six months now. Then, in order to found a hos- pital, money is needed. For this purpose an Improvement _ Dis- trict must be organized This Improvement District, Mr, Reith explained, is a taxation rict. Mts trustees*would decide: how. the money for the hospital is to be raised. A committee must be set up to organize the improvement dis- trict, however. This organizing committee would have the job of circulating a petition for the Im- provement District, which would have to be signed by the major- ity of the ratepayers in the pro- posed district. Once the petition received the approval of the ma- jority of the ratepayers, it would then go to Victoria, where Letters Patent would be issued incorpora- ting the required Improvement District, describing its area and powers and the number of trus- tees designated. The ratepayers in the area designated would then elect the trustees for the Improvement District, who would be empowered to pass a by-law covering the amount of money required by the district for Hos- pital purposes. Mr. Reith emphasized the fact that the Improvement. District Trustees would not become a sub- sidiary of the Hospital Board. They would be a separate body and would themeelves decide how much money was needed. Friday’s meeting was to have set up the organizing committee for the Improvement District. However, since only hospital committee members were pres- ent, and it is felt that the hospi- tal committee should be separ- ate from the Improvement Dis- trict organizing committee, it was decided to postpone ‘the setting up “ofan” ‘organizing * “committee until there is a greater public in- terest in the hospital project. To generate the greater public in- terest, the educational committee was organized. It plans to func- tion throughout the summer. It is hoped that the setting up of an organizing committee of the Im- provement District can then be effected in the early fall. —— EE sweet peas and carnations tinted ; Following the ceremony there was a reception in the Masonic Hall at which some 100 guests were present, Assisting the young couple in their reception of the guests, was the bride’s mother who wore a navy sheer afternoon dress with white hat and acces- sories, and a corsage of red car- nations.
