Bob Stansbury, manager of the
Castlegar and District Chamber of
Commerce, has left the chamber after
an eight-month term.

Stansbury said today in an interview
he left the chamber April 12.

He'said he sent a letter in February
to the 14 chamber directors requesting
a salary increase to $2,000 a month
from $1,200.

He said the chamber increased his
salary to $1,500, but at a directors’
meeting two weeks ago he said it
became obvious that it was “time to do
something else.”

Chamber president Mike O'Connor
said Stansbury is still officially with the
chamber and added that he was “not
ready to make a comment.”

Stansbury said his salary has been
under discussion “since the day I
arrived.”

“It's a beautiful job for someone who
doesn't have a family,” he said adding
that he made the position into a
full-time job as well as creating a new
job for a secretary by signing up new
members and creating new projects.

“It took a lot. . . to build it into a
decent job,” he said.

“I've proven in the last eight months
that the chamber can certainly stand
on its own two feet,” he said.

The chamber had asked the city to
increase its annual grant to $20,000
from $8,000 and Stansbury admitted
that part of that money would have
covered his $2,000 per month salary.

He said the request was unrealistic
for a chamber such as Castlegar’s.

“It's unrealistic for the chamber to
go to the city to pay my salary,” he
said.

Stansbury said he will be staying in
the Castlegar area and will be looking
for new opportunities in the business
field.

He indicated that he may return to
selling ice cream again until another
opportunity arises.

Before taking on his chamber duties,
Stansbury was known as Mr. Lick,
Castlegar’s ice-cream man.

Stanbury's departure was first ann-
ouneed at a recent ‘chamber monthly
luncheon, but the chamber later said
the announcement was “premature,”

About 30 placard-bearing trade unionists staged a
demonstration today at Castleaird Plaza, protesting the

posed use of “ local” workers to
complete renovations for the Super-Valu which plans to
move into the foriner Safeway location.

According to protest organizer, Rick Pongracz, Gulf
Pacific Investments Ltd., the managing company for
Castleaird Plaza, has contracted out the renovations to
“non-local, non-union workers from Creston.”

Pongracz, a co-ordinator for the B.C. and Yukon
Territory Building and Construction Trades Council, said
the hiring is unfair because the contract should have gone
to local union employees.

“People don't have money to spend in the stores
here, but where will the money come from if (local store
owners) don’t generate it” by hiring local union labor, he
said.

“People in Creston aren't going to shop at
Super-Valu (in Castlegar), they'll shop in Creston,” said
Pongracz.

Protester Len Embree, a city alderman; said: “As an
alderman and local politician . . . I'm trying to get the
message out to the community . . . There are Jocal people
here who are good, qualified people.”

Embree said it would be quicker, more efficient, and
no more costly for Gulf Pacific to hire local union
members to complete the renovations.

Frank Delalla, general manager for property services.

However, Delalla added that although the contract
“has not been signed” Gulf Pacifie has agreed in principle
to give it to East West Builders of Creston — a non-union
contractor.

Delalla said the manager of East West Builders, Dale
Ensor, has “assured” him that 90 per cent of the workers
will come from Castlegar.

As for the hiring of a non-union company, Delalla
said the decision was “a strictly financial one” in that East
West Builders made the lowest bid for the contract.

“We're working on the assumption that Premier
(Bill) Bennett has said this province is an open one” for
both union and non-union workers, explained Delalla.

Embree said the protesters — representing the
trade unions including carpenters, pipefitters, and elec
tricians — are calling for a boycott of Super-Valu.

“If this business isn't going to be a good corporate
citizen . . . why should the people in this community
support them?” said Embree, business agent for the local
carpenter's union.

He added that the Protest will continue “if it means a
month or six months. . -'

“I'm prepared to be here for the next six months if
that’s what it takes.”

Pulp union
turns down
latest offer

The Pulp, Paper and Woodworkers
of Canada Local 1 has overwhelmingly
rejected the industry's latest contract
offer by a vote of more than 96 per
cent.

Mel McMullen, a member of the
PPWC Local 1 executive, said union
members are disgruntled.

“I heard one fellow — he put it
succinctly. He ssid the. company
refused to negotiate, now the govern-
ment (will) legislate us back to work.

tion and overtime, and stuff like that.

“The company, as far as we can see,
has turned down all logical offers,”
added McMullen.

The Castlegar vote echoed the rest
of B.C.’s 12,700 pulp and paper workers
who have voted down the industry's
latest offer, paving the way for the
provincial government to impose a
contract.

Final results won't be released by
the two unions — the Canadian Paper-
workers Union and the Pulp, Paper and
Woodworkers of Canada — until
Thursday, but nearly all locals were
reporting rejection votes above 80 per
cent.

Fewer than five of the 25 locals, with
memberships not large enough to
affect the outcome, hadn't reported by
Tuesday.

The Social Credit government has
given itself the power, under the Pulp

and Paper Collective Bargaining Assis
tance Act, to impose a contract. That
legislation was passed in early April to
end a crippling 8'-week industry
lockout at 20 mills.

The companies lifted the lockout, but
the unions immediately went on strike
before returning to work April 10 when
the B.C. Labor Relations Board ruled
the picketing illegal.

Labor Minister Bob McClelland
refused to say Tuesday when the
government would impose a contract.
Officials in the Labor Ministry have
been working on a binding agreement
and it's expected to be discussed at this
weekend's cabinet meeting at a Van-
couver Island resort.

Art Gruntman, regional president of
the Canadian Paperworkers Union,
wouldn't speculate on what kind of
contract the government might im-
pose, but said: “I do not believe this
government will do anything for
workers. In the past, they have
stomped on us at every opportunity.”

In Prince George, Mickey Finnigan,
secretary of the pulp and paperwork

doubts the industry will make any
effort to negotiate a contract, saying
“the government is on their side.”

and Castleaird Plaza shopping areas
has recommended that 18th St. not be
closed to traffic.

“Closing 18th St. was looked at and
rejected,” planning committee chair-
man Ald. Len Embree said Tuésday.

Embree said the study recommends
no major changes other than aii access
road east of the plaza near Castlegar
Savings Credit Union. _

The study — by DelCan®
Consultants for Westmoynt Develop-
thents Ltd. of Vancouver, developers of

the Boel Plaza — was examined in
detail at an April 17 planning commit-
tee meeting.

Westmount spokesman Tom Simp-
son told the committee meeting West-
mount commissioned the study to see if
it was feasibic to close off 18th St.

However, he said the study showed
that trucks servicing the new Safeway
store are forced to turn right out of
their bay, ana go back through the
shopping centre.

He indicated the route is not “ideal”
from Westmount’s point of view, but
there appears to be no alternative.
