Rogers, federal Health Minister Jake Epp’s new special adviser on child sexual abuse, hopes in the next two years to create from existing agencies and services the most effective structure possible to help sexually abused children. But Rogers has waded into a bureaucratic quagmire. People in the legal, medical and social work field who work with sexually abused children say they're ex. hausted and The maze of provincial and federal ministries has resulted in what child welfare expert Brian Ward calls a staggering lack of co-ordi- nation. Ward, executive director of the Canadian Council on Children and Youth, says there has to be a sense of urgency “because there are real children who are hurting out there.” Cathy Knox, a Newfoundland Crown attorney, says the urgency “must be emphasized. When I have a mother and child in court and no services for them at all it is very frustrating. And the numbers of child sexual abuse cases have skyrocketed over the past few years.” Rogers, a father of five grown children who lives with his wife in nearby Oakville, has no background in the child abuse field; aerobics, maybe, but not sexual abuse. He's the former general secretary and chief executive officer of the National Council of YMCAs. But people involved in abuse cases believe he has the skills to tackle the problems. ‘good guy' Even Lorna Grant of the Metropolitan Toronto Special Committee on Child Abuse — who has become hard-nosed about potential saviors — is surprised at how enthusiastic she feels about “[t may sound corny, but I believe he really cares,” says Grant. “And he has years of experience dealing with government, so he'll have a lot of doors open to him.” The need for co-ordination is acute, Ward says. “There is a profound desperation and discourage- ment about how governments deal with issues involving children,” he says. “The children belong to no one. “Fisherman, farmers, lawyers all have their windows on government, but children are fundamentally seen as problems. Rix has been charged with the challenge of making everyone focus on children for the first time.” Rogers has been meeting with experts and in the next few months plans to meet provincial repre- sentatives. With three or four federal ministries and up to five ministries in each province having responsibilities for some aspect of child sexual abuse, “there's no clarity about who's really going to pick up the ball,” Rogers says. the network.
