But Blenkarn declared enough was enough, ending the circus over howls of protest from opposition members of the committee. “Nobody died and made you God,’’ cried New Democrat MP Ross Harvey. ‘‘The chair cannot rule that the moon is made of green cheese and make it so."" Blenkarn’s abrupt move sets the stage for open warfare in Parliament as opposition MPs promise an all-out campaign to stop the Conservatives from ramming sales-tax legislation through Parliament “It takes two to tango, and if he wants to be the terminator and be heavy handed in this thing, well two can play the game,’ said Lorne Nystrom, the NDP finance critic He believes the government, run- ning last in public opinion polls, will bash the sales tax through the Com- mons before Easter without amy regard for public outrage. It is scheduled to be implemented Jan. 1. Opposition MPs are expected to challenge Blenkarn’s move today, asking Commons Speaker John Fraser to overrule it Fraser was a member of the Com- mons justice committee in June 1984 when the former Liberal government used the same tactic to end a three- day filibuster by New Democrat MP Svend Robinson. Blenkarn’s unilateral action Tuesday blocks any more witnesses from appearing before the finance committee. The Liberals and NDP_will get one minute each to debate any proposed ammendments and the committee will send the legislation back to the Com- mons by March 29. Then the Commons wilt vote a third and final time on the goods and services tax and send it to the Liberal- dominated Senate for approval. Blenkarn made no apologies for lowering the boom on the opposition. “Quite honestly, this is a pretty, pretty poor group,”’ he said. ‘Their attitude is mess it up, wreck it, make no concrete ammendments.”” Liberal MPs tried to challenge Blenkarn’s ruling, but the motion was easily voted down by the Conservative majority on the finance committee. Teachers urged to block referendum VANCOUVER (CP) — B.C. teachers were urged Monday to ‘‘do whatever is necessary’’ to block the government’s proposed referendum for education spending. “} think they shoulid-be prepared to do what ever they have to do to protect the rights of children,” said Kitty O'Callaghan, president of the Canadian Teachers’ Federation “That can range from lobbying, sending letters, to advertising to ac tual job action strikes would fit into that.”’ The leader of the 225,000-member organization said teachers must stop Education Minister Tony Brummet’s block-funding proposal, which would require school districts to hold referendums if they require more money than the province allots each school district. O'Callaghan told about 600 delegates at the B.C. Teachers’ Federation annuat meeting that “this continuing undermining and bashing of the education system must stop.”” B.C. federation president Ken Novakowski said the federation has not-considered a strike. But he said the federation wants a meeting with Brummet to discuss its opposition to the block-funding plan The federation postponed until next year a decision on whether to af- filiate with the B.C. Federation of Labor or the Canadian Labor Congress. Two ministries given $70 million more VICTORIA (CP) — Two gover- nment ministries will be given almost $70 million more than budgeted this year to cover expenses for the last few weeks of the current fiscal year The Social Services Ministry — which was authorized by the legistature to spend $2.9 billion — will be given an extra $50.4 million, while the Health Ministry authorized to spend $1.37 billion — receives an ad- ditional $18.7 million The two ministries, like all other governmént ministries, had their budgets approved by the legislature last year and spending limits were set ai that time. But cabinet issued special warrants to the two ministries last week. Such warrants allow the gover fment to dip into its consolidated revenue fund for money over the amount approved by the legislature. The extra money for the Social Ser. vices Ministry is’ needed for ‘utilization increases relating to both land and air ambulance services, the reinstatement of B.C.
