City goes ‘clean and green’

With all the car talk going on at coun-
cil chambers Thursday, you would have
thought there was an auto show taking
place. But what did take place was the
vote to go ahead with the downtown re-
vitalization Proiert,

Urban Sys: Ltd. of Kamloops put
together three proposals for the project:
the Volkswagen, the Cadillac and the
fast-track Cadillac.

The Volkswagen would bring a bare-
bones facelift to downtown Castlegar for
just under $3 million, while the Cadil-
lac would cost close to $1 million more.

In the end, local merchants parked
the Volkswagen and the Cadillac in fa-
vor of the fast-track Cadillac, a project

which would change the look of Castle-
gar in four years for a price close to $3.7
ion.

The plan will go before city council for
three readings and, if adopted, work
would commence in the spring of 1992.
City administrator Gary Williams said
the fast-track option made sense to lo-
cal merchants.

“If they have to pay for it, they want
to see it quicker,” he said.

“They want to get it done as quickly
as possible.”

The work is scheduled to be complet-
ed in three stages over a four-year peri-
od, beginning in 1992 and ending in
1995.

To finance the project, the city will re-
ceive a 15-year loan from the B.C. gov-
ernment at an annual interest rate of six
per cent.

Because the fast-track plan was cho-

sen, the city will be able to repay that
loan six years earlier, according to
Williams.

Thursday's decision marks the first
time local merchants have agreed on a
revitalization plan in five attempts. The
first try came in 1976, according to
Castlegar Mayor Audrey Moore.

Committee member Peter Vatkin
said several factors influenced the yes
vote.

“Inflation is down, interest rates are
lower and then there’s the Celgar ex-
pansion,” he said.

“All those factors point toward a more
positive tone.”

With the focus being on “clean and
green,” the city is counting on every de-
tail being just right, including sprucing
up the downtown with trees and selec-
tive brickwork.
