There are a sort of men who no sooner see the nation in danger of becoming unanimous on any subject than they come to the conclusion that it is wrong and raise a loud, discordant note to break the reign- ing sweet harmony. Every civilized nation has an infliction of this kind. England has its Sir Wilfrid Lawy son and its Henry Labouchere; the United States has its “Billy” Mason; France has its Henri Roche- fort and Canada has its Tarte—J. Israel Tarte, sour Tarte. ° Tarte objects to the raising of troops in Canada to aid the impe- rial government because the Domin- ion is not represented in the impe- rial parliament. Well, the pro- ceedings are rather informal. Per- haps the Canadian government should have taken the opportunity to extort from the mother country the admission of representatives to the imperial parliament as a condi- tion of sending troops to South Af- Old Saint Nicholas. The peopie never gave a thought to the question whether it would be legal. and constitutional, for tbey said with one voice that they would help the mother country to fight the battles of the empire and the Laurier government yielded to this overwhelming popular pres- sure. Mr. Tarte has overlooked several very material points. One is that patriotic enthusiasm is always in- formal. Without taking time to consider any nice legal points, or to ask an equivalent, the people of Canada said: ‘“‘We will take a hand in this fight.” It may have been irregular, but ‘‘a hot temper leaps o’er a cold decree” and it was no time for logic-chapping when the bullets were flying and Boer com- mandos were raiding the farms of British settlers in Cape Colony and Natal. The Laurier government had bet- ter get rid of Tarte. A man is known by the company he keeps. The people have no use for Tarte and they will extend their dislike to his political associates.
