budget introduced no new taxes can
stop the music,

Average Canadians will likely pay
more federal tax in 1990 than
year, an Ottawa tax expert said.

is that a factor built into the tax
system ensures the government’s

“*It would be nice to be able to put
a dollar number to it, but it unfor-
tunately is not that straightforward,’’
said Maslove, who teaches public ad-

the tax system — if they’re close
to jumping up into the next tax
bracket, how many children they
have, whether they’re receiving
refundable tax credits.’*

‘It is true Finance Minister Michael
Wilson didn’t introduce new taxes in
his budget Tuesday. But it’s also true
the partially de-indexed system works
against most people, as do partially
de-indexed benefits like family
allowance and tax credits.

whichever is less,

This measure is being phased in —
for 1989 only one-third of the
repayable amount will be clawed
back. But for the 1990 tax year, that
will double to two-thirds, and in 1991
the government wants it all.

The clawback is also partially de-
index, just like the income tax,

Maslove explains: ‘‘If inflation is

five per cent, in order for your real in-
come to stay constant it would have to
g0 from $50,000 to $52,500."" But the
clawback threshold would rise only
two per cent, to $51,000.

“The clawback will start at
$51,000, so you're going-to get clawed
back on that extra $1,500, whereas
jast-year-when you earned $50,000
you didn’t get any clawback at all,’’
he said.

thresholds for the three federal tax
brackets increased 1.7 per cent, even

into a-higher tax bracket because
those brackets aren’t rising to reflect
inflation.
