De Cotret said the 200-page document released last spring could stack up as one of the best environmental blueprints in the world. He is attending a conference that includes federal, provincial and territorial environment ministers. Quebec is not represented in keeping with its boycott of federal- provincial meetings in the wake of the failure of the Meech Lake constitutional accord. De Cotret didn’t say how much money would be spent to implement the Green Plan, a commitment to make Canada the world’s most environmentally friendly country by the year 2000. New documents will be released on how policies will affect various groups, he said. B.C. environment minister John Reynolds, chairman of the conference, said ministers will try to map out a plan to harmonize federal and provincial environmental regulations. Poll shows support TORONTO — Almost two in three Canadians believe economic sanctions against Iraq should be given more time to work before Canada joins any U.S.-led military action in the Persian Gulf. But if a war breaks out, a slim majority says Canadian forces should join in the combat, said the poll conducted Nov. 14-19 for the Toronto Star, CTV and Montreal's La Presse. The poll, by Environics Research, was released as Parliament begins debate today on Canada’s role in the gulf. The poll suggested 67 per cent of those surveyed support the use of force in the gulf if the war effort is backed by the United Nations, an endorsement expected Thursday from the Security Council But 65 per cent of those polled said they felt the econoime sanctions in place against Iraq should be continued, while only 19 per cent feel the time is right for participation in U.S.-led military action. Fifteen per cent of those polled recommended some other action, called for no action at all, or could not answer the question. Fifty-five per cent of respondents said Prime Minister Brian Mulroney was right to dispatch armed forces to the gulf, while 41 per cent were opposed. Five per cent had no opinion. Under the request, the new rates would be effective on Jan. 15, 1991, UtiliCorp, the parent company of West Kootenay Power, said in a news release. The increase is needed primarily to offset the costs of an ongoing project to rebuild the division’s Sibley Generating Station, the company said.
