the victory may have boosted party
popularity across the country.

“Clearly the election of the NDP to
power in Ontario has had a jarring
impact on the Canadian electorate,”
Gallup vice-president Lorne Bozinoff
said in an analysis accompanying the

The last time the federal NDP was
ahead in a Gallup survey was in Sep-
tember 1987, when it had 36 per cent
support among those questioned.

Canadians that federal elections are won before polls in Alberta and
British Columbia close, but an electoral symposium in Edmonton

blockade of GST legislation in the
Senate.

“This has got to be the only coun-
try in the world where a 71-year-old
man walks around with a cowbell and
a kazoo and a whistle and gets paid
for it, and calls himself a senator,”’

Later, he told Tory supporters that
the Liberal filibuster was a degrading
spectacle, reinforcing the need for
political restructuring.

“‘We can’t put up with the world

Mulroney seemed almost to revel in
his unpopularity, reciting a long list of
unpopular government policies, from
the GST and Canada-U.S. free trade,
to VIA Rail cuts and high interest

OTTAWA (CP) — After being
stuck on hold for almost a year, Ot-
tawa’s bill overhauling unem-
ployment insurance finally cleared the
Senate on Monday night.

The Tory-dominated Senate vottd
53-40 to pass the bill. Within minutes
of the vote, Employment Minister
Barbara McDougall said royal assent
— the last step before the bill becomes
law — could come as early as today.

Most of the key changes, including
improved parental benefits and longer
work periods to qualify for benefits,
will come into effect Nov. 18, she

said.

With the bill now passed, the
government is free to redirect up to
$800 million for training and assistan-

ce programs for laid-off workers.

McDougall’s department has been
making plans for that $800 million
and will have more to say about it af-
ter Nov. 18, she said.

“We will now be able to help
Canadian workers develop their skills
and help them prepare for the
future,’’ she said outside the Senate
chamber.

Her department began negotiating
with the provinces on training

Cheques await
passage of GST

OTTAWA (CP) — Low- and mid-
die-income’ Canadians will have to
at least two weeks after the
Senate passes the goods and services
tax before getting cheques to help
cushion ‘the blow of the new levy,
Finance Minister Michael Wilson
said.

The federal government expects to
pay about $600 million to more than
eight million low- and middle-income
Canadians in the first GST credit.

But Wilson said the government
can’t hand out the cheques until the
Senate passes the tax bill.

And it will take two to three weeks
to crank up government machinery
and put the cheques in the mail after
the tax becomes law, the minister ad-
dad. a

Revenue Canada has already sent
out notices to Canadians who qualify
for the credits, telling them how much
money they can expect to receive.

“If they don’t get the bill from the
senators, they don’t get their cheques
and they’re counting on those
cheques,”’ the finance minister said
outside the Commons.

“We need to have two or three
weeks advance notice before we can
pay the cheques for the GST credits,’’

added Wilson.

But Wilson believes the tax bill will
be passed in time to take effect on
Jan. 1.

The government plans to send GST
credit cheques to low- and middie-in-
come Canadians four times a year and
has said that families earning less than
$30,000 a year should be better off
than they were before the GST.

The annual amount of the GST
credit depends on the size of a family
and their income but here are some
examples:

* a couple making $20,000 a year
with two children should receive $580
annually.

year with one child should receive
$480 a year.

* a single person making $20,000 a
