REED Government gambling > seems tobe the order of the day + in our society. Frankly, I'm ~ alarmed and repulsed by it all. © Not long: ago I received = some slick advertising in the Z.mail. The big caption read, “12 = $1-Million & up to 160,000 Prizes.” On the other side I read, “Bonus! 20 Special Prizes = of $100,000 and 10 Special + Prizes of $25,000." All, of : course, tax free, and all offered 2 by Loto Canada. Just the other day I re- ceived an offer for a free ticket in the Provincial Lottery, with five first prizes of $1 Million, just for allowing a sales repre- sentative into my home. Every- where.I go I am being bom- barded by the lottery sales campaign. I guess it's partly the market mentality that bothers me. I seriously question whether the sales techniques qualify under our fair ad- vertising laws. The advertising simply is not honest. i ‘The odds for winning are pretty slim, but the advertising hardly points that out. One re- searcher suggests they are about the same as that of the average Canadian dying in a house fire. Lotteries have be-- come and Pew ‘The lottery exploits that social instinct, But should governments. use gambling as a substitute for responsible tax reform? Are lotteries really a reliable source ‘ of revenue? The amount of aid provided is almost. negligible in comparison with the needs. - Lotteries tend to create a marked by the hard-sell’ and novelty gimmicks needed to provide a market for the pro- duct. I say the public is being duped. R ‘The rationale for lotteries is that they produce additional tax revenues at a time when people are t climate. No lottery can succeed on the number of ~ people who already gamble. Thus new gambling markets must be created. i ‘question wheth B gambling. attitude has a ‘good: effect on the quality of life in society, especially given the for a tax rebellion. And the public are suckers enough to grab for the bait. The idea of taking a chance ‘and of getting something for: : *: nothing has universal “appeal. The Hammond, Ind, dia- betic who said his health has improved since he began drink- ing artificially-sweetened drinks was just one of scores of witnesses who came to ques- tion, complain and comment on FDA regulations. The agency's travelling caravan of officials was in Chicago to solicit public reac- tion on the government's ban- ning of saccharine and Laetrile, © as the p The evidence is strongly support of the fact that the bulk ‘of lottery revenue has ‘its source with the working class. The already rich, can't ‘be bothered. -Thus- lotteries be- come another form, of regres- sive taxation, with the lower economic classes becoming the victims.
