with unimportant exceptions, not ace

ted, and then work and business for the
lot owning inhabitants endeavored te be
drawn there. The Kootenay. towns are
built where the work and business al-

“A Canadian Gold Land and Its Two
Remarkble Streams” is the title of a
long.and thoroughly interesting illus-
trated narative in a German newspaper
of wide circulation on this continenent
and abroad. The article is from the pen
ofaf 0. F. Wegener, who recently
scoured the Kootenay country ior Jack
Quincy, the migsing alibi witness in the
Craemer murder case in Seattle. Mr.
Wegener’s object in publishing this ‘sto-
ry was to return the kindness and as-

, | sistance rendered him by the people of

Kootenay. Below is an extract trom
thé chapter pertaining to Rossland:

“**Klondike’ countries have repeated
ly§been detceted}in modern times, Zal-
though none to which gold frenzied
men and women have rushed wich more
inconsiderate haste and with less heed
of danger than to the Klondike near
Alaska. One ofthe older of the mod-
ern gold-lands is the Kootenay district
ot the Candian province, British Col-
umbia, wherein the early 60s placer
mines of enormous yield,were discovered.

In the Kootenay country there has,
during the last few years, a wealth of
gold and ‘silver mines been detected,
which promise to render it one of the
most productive mining: «listricts on
earth,” The gold: 85 yeate ago in
the creek and river beds proved that the

the precious metals. But in those days,
the people had no time to spend on a
slow, laborious search of the mountain-
siden; they wanted to skim the cream,
only and then move on. Thusthe treas~
ures of this rich region ware left unnot-
iced for nearly 30 years.

The firat impetus to the re-opening of
the mining industry was given 11 years
ago by the completion of the Canadian
Pacific railroad; but the matter was
handled in the cautious and slow Eng-
lish Earopean manner, until the con-
tinuous hard times prevailing in the
United States drove their unemployed
miners and laborers by the thousands

silver. But there was another and very
strong reason why this stream of gold-
hunters turned this way, and not to the
gold mining regions of the United Srates
and that 1s the remarkable circumstance
that the Kootenay district has within
its borders, two ‘large streams which,
though asariey of extraordinary turns
and windings, have opened up its other-
wise, pathless mountains to the world
in a manner that looks as if it had been

the 25,000 square miles which it covers,
have required the most tedious labor and

or by the crossing of important
highways and transportation lines, or
in various other manners. When these
conditions are given, the towns are
built, without regard to the natural fit-
ness or unfitness of the place for a town-
site. . Necessity generally conquers nat:
ure through the act of man, and where
it does not, the inhabitants will, for the
sake of their thriving business, submit
to'the annoyance caused by an incon-
venient townsite.

Thus, Sandon is situated in a narrow,
swampy valley of scarcely 300 feet wide,
through which two arms of a rapid
mouptain creek wind their turbulent
courses. Hotels, banks, business houses
of all kinds, are crowded closely togeth-
er in the main longitudinal street which
in its widest place, does not measure

more than 30 feet, sidewalks included.

But a kind nature has provided in on
almost marvellons manner, that this
civilizing process should proceed much
easier and quicker in this Kootenay
country, as can readily be explained
with the assistance of the accompany-
ing map. The part of the country des-
ignated as the Kootenay district,’ has
the shepe nf a rectangular triangle, the
southerly side of which is about 200
miles long

Roosland, a thriving town of over
6,000 people, has been built on the side
of yome high mountains on a small plat-
eau of nearly 4,000 feet elevation above
the sea level, where during the whole
of Jast April, and, as a rule,
most every April, the snow was lying
‘several feet deep, a fact which did not,
however, prevent work from being car-
Tied on everywhere, inside and outeide
of the town, and business flouriehing.
There are more examples of the same’
kind, but there ae aleo, a number of
very pretty and even ideally located
towns inthe district; as Nelson, Pilot

| Bay, New Denver, Fo-t Steele and many

more. One characteristic they all baye in
common, though;. there is work and
bueiness in them or in their near neigh-
borhood.

The Municipal Act Hard to Interpret
‘Women May Vote.

Americans cannot vote on the money
bylaws, ).o City Solicitor McLeod has
decided off hand, although he had rot at
the time looked fully into the question
But for the one word “electors” in
clause 76 of the municipal acts, all would
be plain sailing. But that one word
“electors” means British subjects.
‘Clause No. 2 is plain enough. It
reads: “Any male or female, the full
age of 21, who is the assessed owner of
real property within the municipality,
shall have a vote either confirming or
negativing the said by law in each ward
in which he or she may be assessed for
land or real property.”
In this clause it will be seen there is
no reference toa British subject, the only
being an land
holder. But in the preceding clause ap
pears the sentence which reads, “receive
the assent of electors.” Electors, of
course must be British subjects. The
point to be settled is, whether the word
“electors”? has auy reference to the
clause followi: If not an Ameri
clearly has the right to vote. The ow
solicitor will give a written decision be-
fore Tuesday.

WORK AT LILLY MAY MINE.

The new hoist and gallows frame was

yesterday. The water has been puxtiped
out of the shaft until there remains but
10 feet on the bottom’ The workmen
will start drifting to-night at the 100
font level. With the 10 men being kept-
at work, and two of the three machine”
drills being kept going, the mine has =
besy apparance.

There is 150 tons of high grade ore
on the dump, seventy-five tons, ofwhich
is sacked for shipment. The face of the
115 foot tunnel which ccoss-cuts the
shaft sixty-five feet below the surface is
in four feet of solid ore, and assays from
$20 to $80 per ton The chute when
firat uncovered only showed up eight
inches of ore.

for its hidden gold and silver by enab-
