The tamper- ing was not one of those alleged smart tricks of mischievious individuals but the fire department believes that it was a plot of evil premeditated. In making the rounds of the city a few days ago a member of the departmect discovered that the hose nozzle that is left at. the tire tower was missing. He at once re- ported the matter to Chief Squires, who. made an examination and found that not only was the nozzle gone but the ropes necessary for dragging the sleigh were tied hard and fast in knots at the top of the tower and other parts of the appuratus disarranged, ‘After a long search the missing nozzle was found at the bottom of two feet of water under the sleigh. Every effort has been made to obtain a clue to the cul- prit who by this act endangered the lives and property of the people of the city. Judge McColl Decides in Favor of the Grand Prize. At the morning session of the supreme court, presided over by Judge McColl, the case of Waterhouse vs. Litchfield was heard and decided in favor of the defendant. ‘This ig the case in which the Grand Prize :ineral_claim put up its stakes on adjoining claims, and for that reason the Buffalo Bill claim was located cover- ing the Grand Prize ground. He went directly to Victoria, where ine is inter- ested in legislation regarding water franchises. Harry Jones returned from, Spokane yesterday with his family, and will re- side in Rossland. Hugh McCutcheon has returned from a prolonged business trip to Toronto. He will return there in a few day. J. E. Poupore, millman from Nakusp, is in town on business. Mr. Poupore has considerable mining interest here. John A. Todd left this morning via Trail for the new town of Wardner, on Kootenay lake, at the point the C, P. R. is expected to cross with the Crow’s Nest Pass railway. Joe W. Young is in town attending to business in reference to the Silver Leaf Mining company, operating in the $lo- van. He and his agent here have stoutly maintained that those living on the disputed land elaimed by the Nelson & Fort Sheppard Railway Company would have the first chance to purchase. They have lied. It is only necessary to cite an instance to prove it. Fred Struve lived on a lot adjoining the corner on Lincoln and First. He expressed a will- ingness to panne the lot on which his house was built, but was informed that he could not do go unless he bought the corner lot, too. The corner lot was held at $600, and the one on which Mr. Struve lived at $550. Mr. Struve being a ir werkingman was unable to purchase both lots, so they were sold to another man, who at once commenced eviction oceedings against Struve, and_finall ught the house for $75, out of whic was deducted $47.60 costs. The other- case in question was a lot, on which two nice cottages were built. Application was made to Mr. Dean, Corbin’s agent, to buy the land and was met with a decided refusal. Mr, Dean made the scandalous statement that the owners of the cottages had given them trouble and now t company, proposed to have the houses. In other words they would rob the own- ers of them. LALONDE HAS AN INNINGS The Miner Roasted to a Fare- Ye-Well. Robt. Scott emphatically and with satisfaction to the large public meeting at Dominion hall last night refuted the position attributed to him by the med- dling morning paper, with reference to several questions which cut a material figure in the mayoralty contest. He de- nied that he had ever said publicly or privately that he, if elected, wofld make Rossland a ‘‘wide-open‘town,” and chal- lenged any person to face him and prove the assertion that he had done so. He denied without equivocation that he had said that either the mayor or any member of the city council had the authority to spend the people’s money in “wining and dining,” or that any one had reason to construe his utterances by lication that such p di were contemplated. He denied that he was under the thumb of any one in Rossland or else- where, as stated under the cloak of a J in the and by individuals who are opposing his election, He said that if he was elected he, and no one else, would be mayor of Rossland " that it would be the pleasure of his life to see as he had stated in public aud private repeatedly, that the same liw and order which ‘now prevails and has been the rule in Rossland shall continue under his administration. He s! in that he was in favor of submitting all q st of money di to the people for their vote and that the city should own its water and electric light works. George-Fraser was chairman of the meeting. In a short introductory ad- dress he appealed to the audience to do as in the past and give every speaker a fair hearing. He then called upon Col. Scott to open the discussion of the even- ing. COLONEL SCOTT’S STAND. Colonel Scott, in opening his address said that he thought quite enough had been said about the personality of the candidates for mayor at the previous meetings. Referring to the insinuations made against him regarding the method of expenditures of the public money, he made his position clear. He consi ered it a proper safeguard that any proposed pend of any iderable amount. of money should ‘be submitted to the people. But he maintained in view of the rapid growth of the city and its con- stantly increasing requirements that the $50,000 provided for is entirely inade- quate, but of the utmost importance a8 a starter; and that it was necessary to have such an amount provided without consuming the time that it would take by the ordinary process of submitting it to a vote of the people after the munici- pal election. e wanted it to be dis- tinctly understood that any large expen- diture, in his opinion, should be submit- ted to'a vote of the people of Rossland, to do with as their judgment dictated. He advocated the early purchasing by the city of the water power and the electric light plant, which should belong to and operated in the interests of the people. He thought that the people should by their vote express where the pablic buildings should be located and how much should be expended for th construction. “I am one of those,” 8 he, “who do not believe that $50,000 will put in a sewer system such as Rossland will require. My opinion is that such a sum will be far below the amount neces- sary.” He then answered the statement made by Mr. Goodeve at a former public me ing in which the speaker implied that it was in his (Scott’s) line to “wine and dine” distinguished visitors at the pub- lic expense.
